Responsible to:
The Commissioning Engineers are allocated to their specific projects by the Commissioning Manager and are accountable to the appropriate Senior Commissioning Engineer (SCE) for the conduct of operations and testing in their respective projects and areas.

Responsible for:
Co-ordinating, controlling and conducting onboard inspections, tests and trials within the refitting function by accepting systems complete enough for economical testing on a Handover Certificate and agreeing testing priorities with the SCE, liaising with Ship's Staff, Production Centres and Contractors as necessary. Commissioning Engineers will be responsible for checking systems are complete enough for safe and suitable testing to commence.

To monitor progress of testing to ensure the test programme is met. Keep the SCE informed of any problems or delays and propose recovery action. Maintain system state boards up to date in order that the exact state of systems under test is known. To inform the relevant Test Group if the authorised Test Document requires a Change Notice.

To operate and maintain the TAG OUT control system discipline to ensure Ship, Equipment and Personnel safety is maintained.
To attend wash up meetings as directed by the SCE ensuring that any outstanding work is forwarded for input into the Outstanding Work Management System (OWMS) by project admin staff.

Responsibilities:
To maintain an up to date auditable test log, recording the complete shift activities, test progress, any incidents or dangerous occurrences, and to update the oncoming shift on all test activities. At the end of each shift or log entry sign the test log.

To supervise the Test Technicians and support industrials as required by the SCE, conducting onboard testing with specific reference to safety, on job training, correct engineering practices and that the relevant Test Document is being correctly followed and signed up to date. To ensure correct support facilities are available to support testing in hand.

To attend Progress and Test Group meetings as required by the SCE.

To review completed test documents prior to evaluation by the relevant Test Group to ensure that all results are within specification and that the required standards. To inform the SCE as soon as practicable of any out of specification results. When necessary raise Non Conformance Reports and submit to SCE. To submit Test Documentation for full/partial Test Group evaluation within one week of completion. Partial evaluation to be advised by the SCE.

To raise Normal or Urgent Change Notices, for authorisation by the Test Group as required by the SCE.

Ensure that all equipment used on testing is fit for purpose and calibrated, highlighting any shortfalls to the SCE for purchase. Any additional equipment found necessary is to be designed and manufactured to the correct specifications as approved by the Eng Dept.

Ensure the section has all the required current referenced BRs, drawings, illustrated parts catalogues, job orders, etc

Ensure that the group has all the required test equipment highlighting any shortfalls to the SCE.

Co-ordinate section Quality Assurance requirements.

Carry out and review Risk Assessments and COSHH Assessments as required by SCE.

Assist the SCE in preparation of labour loading budgets, manpower and shift working requirements.

Raise TAG OUT request as required

Assist in the training of Test Technicians and other personnel employed within Commissioning with specific reference to on job training, safe working practices, etc.

Present equipment and systems to MCTA staff or other nominated officer for Installation Inspection and Harbour or Sea Acceptance Trials and attend related meetings.

Attend training courses (local and external) as deemed necessary.
