Quality Assurance Engineer

Location: Yeovil, Somerset, South West

Rate: GBP 325 UMBRELLA/GBP 260.09 PAYE per day

REF: LOT1JP

Duration: 6 months

Clearance Required: SC clearance

The role:

QA is responsible for assuring the Quality of Defence Equipment by deploying the GQA framework within the Delivery Team and across the contractual boundary. Also for, informing risk management and contractor selection, identifying contractual QA requirements and verifying adequacy of contractors quality planning, providing independent assurance of supplier and supply chain capability, performance and risk management, providing independent assurance to support acceptance, and promoting continual improvement within the supply chain.

The QA role is an experienced QA professional able to engage with multiple stakeholders across the business and deliver Government Quality Assurance (GQA), providing support, advice and guidance within a significant delivery area or limited portfolio of QA activities for multiple customers which may include NATO and overseas Governments.

General Management

Key aspects:

  • Delivery team compliance with mandated requirements for quality and JSP940.
  • Deploy the GQA Framework within a significant delivery area or service producing the QA Plan and specifying the quality assurance aspects in the Through Life Management Plan.
  • Delivery of a portfolio of QA surveillance, engaging with a broad range of stakeholders with a clear focus on supplier and supply chain performance and provision of independent assurance to Delivery teams of supplier performance and risk.
  • Apply DE&S policy and standards.

Typical Key Responsibilities.

  • Ensure quality risks and opportunities are captured and actively managed.
  • Specify contract quality requirements and contribute to supplier selection activities including Pre Contract Award Evaluation (PCAE).
  • Accept or reject and manage deliverable quality plans.
  • Determine quality management and assurance approaches with Suppliers and ensure that technical risks are understood and managed.
  • Develop QA surveillance and assurance plans in response to supplier, supply chain and technical risk.
  • Conduct and manage the delivery of QA surveillance in support of risk management, supplier oversight/assurance, verification, validation and acceptance.

Role Profile

  • Coordinate and monitor all delivery area quality management and assurance activities including measurement of contract quality performance.
  • Contribute to Quality investigations, root cause analysis, internal process performance improvement activities and supplier escalations/interventions.
  • Manage supplier concession applications.
  • Provide supplier performance information and Chair quality interface meetings with Defence suppliers.

KNOWLEDGE

Specific knowledge acquired by obtaining a technical/professional qualification and/or post graduate qualification, as well as in depth relevant work experience that might be gained from up to 5 years post qualification experience in one or more roles. This would typically be the minimum level of knowledge required to be regarded as a Subject Matter Expert (SME).

Registrations

  • Chartered Quality Professional (CQP) or has demonstrated equivalent knowledge, skills and experience.
  • MOD Quality Practitioner License.

Qualifications

  • Typically has a Bachelor's Degree in Quality or a related discipline.

Experience

  • Breadth of technical and QA experience across more than one discipline and environment.
  • Breadth of industry/manufacturing and QA experience gained through involvement with multiple projects and domains.
  • Breadth of supply chain engagement across a number of technologies.

Knowledge

  • Systems engineering approaches, organisational life cycles and the application of quality
  • The Engineering Function structure and services and the part that the QA Sub Function plays.
  • The DE&S business (eg purpose, strategy, standards, regulatory constraints, structure, policy, processes, procedures and tools and their intent). o Supplier business processes in a range of industrial domains.
  • A broad range of QA specialisations: process engineering, lean and improvement techniques, statistical techniques.
  • Quality Assurance within the acquisition environment supported by specialist knowledge in the areas of configuration management, integrated logistic support, risk management, process based lead audit techniques, supplier surveillance risk mitigation techniques, contract QA conditions, quality planning and planning for quality.

  • The skills to apply Systems Thinking in a significant delivery area and the application of quality management and assurance in defence suppliers.
  • The skills to apply the ' Guide for Engineering Activities & Review' (GEAR) in relation to QA.
  • Planning skills.

QA Skills Examples of QA skills include

  • The skills to review trends and compare expectations and validate the analysis techniques.
  • Ability to interpret QA and wider engineering policy and rules, and provide advice to multiple stakeholders.
  • Ability to identify risk and generate supplier QA surveillance plans;
  • Ability to generate QA strategies and plans.
  • An understanding of supplier capability and capacity and to interpret supplier process and performance metrics to inform assessment of supplier performance and risk.
  • Ability to integrate and manage interfaces and knowledge across engineering specialisms.
  • Ability to conduct QA surveillance audits at suppliers.
  • Ability to assess corrective action tools and techniques and their application within suppliers.
