A global IT Consultancy are in need of a Mobile Program Manager to come on-board on their Amsterdam based team.

The client is operating a full MVNO solution Legacy that was deployed a few years ago across its main European markets. They are now looking to divest its mobile operations to another operator in some of the markets and is looking for a Senior Program Manager with solid experience in big-scale Mobile network programs to kick off and manage end-to-end the transformation. The program is specific for its very aggressive time lines driven by regulatory and business requirements.

Main responsibilities:

  • Set up program structure and establish governance.
  • Manage definition of scope, business case and facilitate initial assessment of the program.
  • Manage development of a Requirements Traceability Matrix for delivery process support.
  • Manage definition of High-Level Solution and the implementation of the program as it goes through development, testing and deployment of systems.
  • Prepare plans for multiple workstreams, incl. key milestones & dependencies; manage project delivery schedules, workload and priorities.
  • Engage in budgeting discussions on key cost elements and propose solutions on how costs can be optimized.
  • Aggressively manage key risks and issues; Manage Change for the project.
  • Manage and report to stakeholders at all levels, including senior executives.
  • Manage budget and costs.
  • Facilitate the resolution of incidents by coordinating different parties (architecture, delivery, vendors ).
  • Support resolution of incidents and on-going resolution of technical design issues identified during design and testing phases.
  • Coordinate third party deliveries and manage vendors.
  • Manage all technical and operational trials before the products are launched commercially.
  • Work with Operations to ensure a clear Support Model and Incident Management processes are in place prior to launch.
  • Engage in all relevant vendor discussions as well as technical discussions with Architecture or internal IT delivery functions.

Key knowledge and experience:

  • Education level: Minimum of bachelor degree in a technology domain.
  • Experience: minimum 15 years in telecom/service provider sector; minimum 10 years of project/program management experience.
  • Required skills/background:
  • Solid understanding of mobile network technologies related to the 3GPP framework with particular focus on mobile core (HLR/VLR, SMSC) and IT (BSS/OSS, provisioning and billing)
  • Extensive international project management and delivery experience in high paced client environments.
  • Proficient in English; Dutch and German languages are great advantage.
  • Excellent communication and presentation skills and understanding of various cultures.
  • Ability to interact easily with senior stakeholders at executive management level.
  • High attention to the detail guaranteeing excellent quality of produced deliverables (reports, slide decks, project plans, cost sheets, email communications).
  • Strong analytical skills; the ability to see at both the high level view and focus on detail if required; the ability to apply technology to solve business problems.
  • Determination and drive to consistently and successfully deliver according to commitment (results driven).
  • Pro-active individual - able to see issues and suggest solutions before they arise.
