The Department for Digital, Culture, Media and Sport are seeking a Senior Operational Researcher to join their team. This role is remote working.

Initial contracts will run for 5 months and offer a rate up to £650/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

The Role - Hiring Manager Summary

The Digital Infrastructure directorate leads on digital communications infrastructure, spectrum, policy and regulation. We play a leading role across government, delivering new commercial deals, policy and legislation, and work closely with No.10, Cabinet Office, HM Treasury and key Whitehall delivery departments as well as industry and Ofcom to achieve this.

The role will sit between the fixed and mobile analyst teams to help integrate our various databases. The model will sit in R and involve working with several large datasets and several complimentary existing models to estimate the coverage, costs and benefits of telecoms networks. This is high profile role to develop a sophisticated and influential model that will feed into high profile government targets such as achieving nationwide gigabit network coverage and improving the rollout of 5G.

Main Responsibilities

  • Use our underlying databases on every premise and mobile mast location in the UK.
  • Produce mapped coverage for FTTP, 4G and 5G individually and showing overlaps.
  • Produce cost estimates for 4G, 5G and FTTP coverage scenarios, both individually and accounting for any overlaps.
  • Produce benefit estimates for 4G, 5G and FTTP coverage, both individually and accounting for any overlaps.

Minimum Requirement

  • Minimum of four years work experience in developing models using R or Python.
  • Several years experience managing large datasets using SQL, Big Query or Google Cloud Platform.
  • Proven experience or capability in having worked on a similar large modelling project.

Desirable Skills and Experience

  • Telecoms knowledge or experience.
  • Proven experience or capability in developing data visualisation tools such as maps.
  • Proven experience in using R to run algorithms for scenario analysis such as various network rollout and producing the subsequent cost/benefit estimations.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 - General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
