Role: Knowledge Information Manager

Location: Hybrid (Occasional travel to Swindon office)

IR35: Inside

Rate: £475/day (Umbrella)

Duration: 6 months

The Knowledge & Information Manager will work with the Head of Knowledge & Information Management to deliver high quality K&I management services.

This will require reforms which will bring together professionals from eight organisations across a complex and fragmented cultural and Legacy landscape with a multiplicity of systems. The Knowledge & Information Manager will coordinate or manage strategic projects aimed at introducing new technology and innovative ways of working to support the organisation, while at the same time ensuring a high level of compliance with information management standards.

The role will focus initially on records and information management and broaden to encompass knowledge management as the new Information Governance service becomes established.

Reporting to the Head of Knowledge & Information Management

Responsibilities:

  • Lead and develop a team to provide records and information management services and operations
  • Support the review and migration of EDRM systems (Objective, HP CM, SharePoint) into one central EDRM system.
  • Support the development and implementation of the KIM strategy in Office 365.Support the Departmental Records Officer to ensure compliance with the Public Records Act, including policy development and review, managing the life cycle of records and communication.
  • Implement Records Management Policy and Retention Schedule, including managing the life cycle of electronic records and Legacy paper files.
  • Manage all aspects of the operational activities of the records management team.
  • Identify opportunities to develop and improve records and information management and implement changes.
  • Maintain and implement records management procedures and guidance.
  • Coordinate the review and approval of requests for the opening of records held by TNA, working with the FOI and DP team to review records and provide recommendation for actions before the transfer of records to The National Archives.
  • Account manager for off-site storage organisation.

User support:

  • Provide advice and assistance on knowledge and information management matters.
  • Provide advice on EDRMS policy issues and resolve complex issues when necessary
  • Manage electronic and paper records to agreed service levels.
  • Promote good practice across the organisation through engagement with the user community.
  • Support and develop skills of other members of the Knowledge and Information Management (KIM) and Information Rights teams in their handling of requests and provision of advice.
  • Liaise with the network of Council Information Governance Business Partners.
  • Support the network of records management contacts in the institutes, maintaining up to date contact information, providing advice on records management issues.

Management:

  • Management of all aspects of the operational activities of the Records management team
  • Line management of Records Managers
  • Supervising other staff that may report to the post-holder on specific projects
  • Management and planning of resources - ensuring work is coordinated, delegated and managed effectively.
  • Maintain effective working relationships with the user community.
  • Service monitoring:
  • Monitor and report on RM team key performance indicators.

Provide support for projects as required:

  • Assist and/or lead project work.
  • Represent externally, provide cover for others as required.
  • Other duties as required, including providing cover for the other Knowledge & Information Managers.

Essential:

  • An experienced Knowledge and Information Management professional
  • Good understanding and working knowledge of information & records management requirements, legislation and standards
  • Experience working with executive teams and being a trusted advisor to senior management
  • Experience in implementing effective information management strategies and frameworks in an organization
  • Experience of delivering training
  • Experience in provision of high quality written and verbal advice suitable for executive and senior level decision makers
  • Postgraduate qualification (MA/MSc) in information management related subject (library, records) or equivalent experience in knowledge and information management.

Desirable:

  • Staff management experience
  • Experience in knowledge and information management services delivery
  • Experience within complex, public sector organisation
