Our client, a leading UK Defence Government Department is seeking a Contracts/Commercial Manager on a contract basis to work in Bristol.

This is a contract role paying £435 Ltd per day Ltd on a 10 month contract initially

Key tasks and deliverables:
Leading the development of negotiation strategies and execution of supply chain negotiations with Industry to deliver savings to support the T26 Programme.

Experience Required:
Candidates will be required to demonstrate experience and competence in developing negotiation strategies, underpinned by a successful track record of leading and influencing complex and large scale negotiations with Industry. They will need to demonstrate additional experience in Public Sector/OJEU and have excellent leadership, project management, planning, communication, stakeholder management and teamwork skills.

Objectives of the role:
As part of the T26 Demonstration Phase Contract which has just been placed with BAES Naval Ships there is a maximum price for 3 sets of Supply Chain Equipment for the first batch of 3 ships. This is valued at just over £500m with 52 Suppliers. Under the terms of the contract MOD has full transparency rights and will be actively involved in the negotiation of these Tier 2 contracts with BAES. The core responsibilities of this role will to be part of a T26 Commercial Tiger Team with CAAS and McKinsey reporting to DES Ships Comrcl-AcqFSB-DepHd to undertake the following activities: Identification of cost challenges from CAAS/McKinsey Cost analysis, Agreement of BAES Supply Chain contract Terms and Conditions, Preparation of Negotiation Strategies for T26 Manufacture Phase Contract and BAES Tier 2 Supply Chain negotiations, influence and drive savings in all Tier 2 Supply Chain negotiations, Provide support to the T26 Manufacture Phase Contract negotiations

The role will also involve ensuring that risks and omissions in the specification are addressed to understand impact on cost as well as ensuring that the specification includes performance risk. The role may also require joint negotiation of these Supply Chain Contracts with BAES. In addition the role may require wider commercial activity to be undertaken such as contract management of existing complex warship contracts.

This will be within the Ships Acquisition Commercial Team within the Ships Operating Centre in Defence Equipment and Support. Ships Acquisition are responsible for the procurement of Complex Warships, and this role will focus on the T26 Global Combat Ship (GCS).

The T26 GCS is a multi billion programme and is currently planned to deliver 13 ships. The current T26 Procurement Strategy is based on an incremental approach to acquisition. The Assessment Phase Contract expired on the 31 Mar 15. Consequently, the next increment will be the Type 26 Demonstration Phase Contract which was placed on the 1 Apr 15 for a 12 month period and is a Qualifying Defence Contracts (QDCs) under the Single Source Contracting Regulations (SSCR).

The Type 26 Demonstration Phase Contract is intended to sustain momentum of the programme, at a minimum level of commitment in four critical key areas; ship design, shore testing, facilities and supply chain long lead items. The contract will also measure performance against defined objective criteria in order to assess BAES's ability to demonstrate readiness for a Type 26 Manufacture Phase Contract scheduled to be placed in Mar 16.
