Senior Contracts Manager/Advanced Excel/Commissioning

Our client based in South East London are recruiting for a Senior Contracts Manager. The Contracts Team is part of the Operations Directorate which is funded as an overhead cost across CAGs and their clinical services. It is therefore expected that all team members will be proactive wherever possible and highly responsive in supporting CAGs and assisting them to deliver against contractual requirements. The Contracts Team meets regularly to review progress against projects (objectives) and to provide a forum for sharing work issues. Team members are expected to update the group on their work for these meetings and at quarterly appraisal and review meetings with the
HoC.

Key Responsibilities:
1)Manage the Trusts delivery against the requirements of the allocated contracts
2)Working with the Finance Team to ensure contract costings are correct and cover the entire
costs to our client of providing the service
3)Reviewing and updating documentation as necessary, in particular that service
specifications are clear, deliverable and up to date.
4)Setting up and maintaining any necessary activity reporting/compliance reporting as required, and monitoring the data quality of this reporting, escalating issues where required.
5)Where SLaM is commissioning services from elsewhere, to require such reporting as
necessary to assure the Trust that the service is being delivered as specified and achieving
appropriate quality standards. To initiate remedial action as necessary.
6)Ensuring that other Trust teams are aware of any responsibilities they may have to support delivery against allocated contracts
7) Managing the process of review and renegotiation in a timely way, involving others as
necessary.
8)To manage ongoing communication with the commissioner including regular
meetings, and to ensure Trust responses are sent in a timely way
9)Support CAGs in their delivery against contracts by Sharing with all relevant Trust directors and
departments the terms and conditions of the contract and monitoring Trust
compliance with these requirements
10)Reviewing and supporting the CAGs in updating documentation as necessary, in particular that service specifications are clear, deliverable and up to date.
11)Co-ordinating the delivery of any necessary activity, performance or financial reporting from other departments and escalating any issues with these requirements where appropriate and necessary.
12)Managing the timely production of regular performance reports for major commissioners
13)Managing a proactive process to regularly review and re-negotiate contracts with commissioners, as required, working with CAG leads to ensure thorough preparation for these meetings and attending meetings to ensure a contract presence.
14)Working with CAG managers and other infrastructure departments to understand activity flows and assist in developing realistic and achievable activity plans, disinvestment plans or other contract schedules
15)Developing relationships within CAGs and infrastructure departments at appropriate levels to ensure that any relevant service delivery or contract compliance issues are escalated quickly.
16)Providing co-ordination of responses and documentation etc. in the event of any relevant
consultations or contractual disputes.
17)Develop a detailed programme of work to: - assist the Trust in delivering against contractual plans - assist agenda planning with CCGs throughout the year
18)Manage the LSLC Contracts officer and Information Analyst posts in the contracts
team supporting delivery against the LSLC contract. This will include recruitment, day-today
management, undertaking appraisals and developing PDPs.
19)Work with ICT and CAGs to identify any issues of data quality and accuracy and make recommendations for appropriate improvements as necessary with Team colleagues, to manage the ongoing development of regular performance reporting against contractual requirements in order to
minimise reporting burden on the Trust.
20)Identify the need and mechanisms to enable CAG narrative input and explanation of the Trusts activity and performance reporting
21)Assist in identifying any improvements to processes within the organisation, relating
to contract, performance, finance, IT functions, suggesting solutions and working with
other departments to implement these, where appropriate.
22)To manage the Trusts service directory and change control processes, with the support of colleagues in the Contracts Team, working with IT, CAGs and other infrastructure teams
23)Support the Chief Operating Officer, Chief Finance Officer, HoC and CAGs in the annual contract development and negotiation process for major contracts.
24)Support the Trust and CAGs in their general understanding of the business and contracting
environment.
25)Ensure that any Business Intelligence gleaned from internal or external sources which
may support the business development of CAGs or the Trust is fedback to appropriate
senior managers.

EXPERIENCE:

Comprehensive experience of clinical contract management and support within healthcare
organisations, to include negotiation, schedule development. Contract meeting
management, representing your organisation and dealing with conflict (A/I)
Experience of contract management across a range of contract types including block, cost
and volume, cost per case (A/I)
Experience of information management, reporting, interpretation and presentation of data
(A/I)
Developing and implementing solutions to deliver on complex organisational requirements
(A/I)
Project and programme management (A/I)
Presentation and report writing(A/T)
Implementing change (A/I)
Awareness of Performance requirements for Trusts, CCGs and within the wider system
(A/I/T)
