Description
Procurement Specialist, with public sector procurement experience, required for initial 6 month contract with public sector organisation in Glasgow.
Duties will include:
- Lead or support the development, planning and implementation of commodity strategies for high value/risk complex ICT procurements and contracts optimising value for money across the Scottish public sector.
- Forming User Groups and/or supporting project teams where required, formulating and implementing innovative procurement strategies based on comprehensive market research and in line with procurement policy and EU regulations.
- Help develop optimum strategies for specific services, with contracts awarded on the basis of best economic value for money for the public purse.
- Complete end-to-end procurement process from initial conception, stakeholder analysis, commodity profiling, market and environmental analysis, strategy development through full EU procurement process, contract award and on-going contract compliance, and supplier relationship management and development.
- Work effectively with a range of customers within the Scottish public sector to deliver credible procurement strategies and contracts.
- Build and maintain good working relationships across the Scottish public sector with customers and strategic suppliers.
Experience required:
- Solid knowledge and understanding of the full end-to-end strategic procurement process, including sourcing and tendering, supplier management and negotiation.
- Strong procurement strategy development skills
- Experience working in the Public Sector.
- Strong interpersonal & stakeholder management skills
- Proven track record in the delivery of procurement projects and programmes.
- Experienced at operating within complex stakeholder environments with demonstrated procurement credibility.
- Demonstrated ability in the compilation, negotiation and on-going management of contracts
Desirable Skills:
- Understanding of the challenges and complexities of procurement in the Scottish Public Sector.
- Experience of ICT procurement
- Relevant academic qualifications.
- Experience of procurement transformation projects or programmes.
