Investment Plan Lead/Contract/Truro/3-6 months/Ir35/

Spring Technology is currently recruiting for an Investment Plan Lead to work with our public sector client in Truro. This is a 3 month contract with a further 3 month extension available. The successful candidate will develop an appropriate investment and development programme. This involves a step change in the level of investment proposed within the Client's budget, to invest in and the direct public sector delivery of homes, commercial space and supporting infrastructure. This role falls within IR35 paying a daily rate of up to £400 per day.

Main tasks will include:
*Responsible for the recruitment, leadership and development of a high calibre programme team, including ensuring that there is efficient allocation of common resources and skills within the project.
*Responsible for reporting on the delivery of the planned business outcomes of the clients Investment Plan.
*Manage the programme team, including the core team and seconded or commissioned resources, ensuring the team is supported, developed and works effectively.
*Lead the development and implementation of a communications plan, that engages and informs all stakeholders
*Lead and monitor the undertaking of comprehensive risk assessments.
*Seek scope and funding to develop the programme further
*Set up and monitor progress of the whole Investment Programme and individual Plans/projects through the delivery unit reporting monthly to the Growth Board.
*Execute the desires of the Growth Board and the Strategic Director.

Essential skills include:
*Comprehensive understanding of managing and commissioning large complex and significant growth programmes, their methodologies, including significant experience of delivering business change in the public sector.
*Experience in the leadership of relevant functions at management level
*Experience of successful financial management within tight financial limits in a complex organisation
*A track record of building effective relationships with senior officers, members and public sector partners.
*A track record in successful change management, implementing and delivering new working policies and practices alongside significant cultural and structural change.
*Proven demonstrable commercial acumen including comprehensive understanding of commissioning, procurement and contract management legislation, practice and policy, sufficient to develop improved process and practices in large-scale operations for example - complexity of scale of £600m with timespans
*Experience and demonstrable knowledge of managing the successful application and delivery of regional, national or EU funded projects, and of creating income streams.
*Enhanced ability to analyse, interpret and present complex data and provide evidence based solutions.
*Relevant degree or equivalent professional qualification, project management or experience in a relevant field to a standard necessary to undertake the responsibilities allocated to the role.
*Readiness to attend meetings outside of normal business hours.
