Description

The successful candidate must be able to run with Foreign Military Sales FMS from Cradle to grave to include LOCs/LOAs, ITAR requirements, logistical support, and financial aspects. Will work in an Army Product Manager Office on Aberdeen Proving Grounds providing high energy subject matter expert support across the full spectrum of Foreign Military Sales. The FMS coordinator is a facilitator not decision maker who interacts with FMS stakeholders to collect information and facts needed for the PD Aerostats government team to make informed decisions and plan successful FMS Cases. This potential position is a "working" professional position assisting and supporting the PdM government product teams and systems for FMS program and requirements with a direct report to the Deputy Product and Product Manager.

Additional responsibilities:

Description of requirements.
Communicates clearly and effectively with the PdM Radars government product teams and external FMS Case stakeholders as directed and required
Provides advice, guidance, policy and assistance to PM Radar management concerning the PMs Foreign Military Sales (FMS) Programs
Documents and presents FMS Case facts and recommendations as directed and required
Assist with the analysis and development of a plan and program to successful address and meet the requirements to ensure successful delivery and execution Radars FMS Cases
Assists with the day to day support operations to stay informed and insure the PdM government team is informed and current on all FMS Case plans, priorities and challenges.
Assist in the development, promotion and fostering of a good working environment and relationship with all organizations and participants involved with the Radars FMS Cases and program (eg USASAC, SAMD, OEMs)
Assist with Review of Letter of Requests (LOR)
Assist with coordination, and planning of contractual/procurement FMS aspects, Budget Justifications, Cooperative Technology Programs, Kick off Meetings, FMS IPTs
Assist with Regulatory interpretation and guidance such as but not limited to AR 380-10 (Technology Transfer, Disclosure of Information & Contacts with Foreign Representatives); CECOM Regulation 380-16 (Industrial Security Program Requirements); DTM 09-019 [Policy Guidance for Foreign Ownership, Control, or Influence (FOCI); National Disclosure Policy, and affiliated regulations and/or supplements.
Assist with guidance for ITAR regulations and that defense services for Radars FMS Cases falls under exemption 22 CFR 126.6(c)(7) authorization
Assembles briefing packages for meetings with FMS customers.
Plans, coordinates, and provisions fieldings with FMS customer

Required Experience:

Must be able to run with Foreign Military Sales FMS from Cradle to grave to include LOCs/LOAs, ITAR requirements, Logistical support, and financial aspects The following qualifications are required for position
Educational requirement is an AA/AS with Bachelors Degree preferred
Three years+ of experience working with Foreign Military Sales FMS case management Military experience and/or experience in a C4ISR program office is a plus
Must be a US Citizen and possess a SECRET security clearance or have the ability to receive an Interim Secret Clearance.
