Sub Contract Programme Manager (BAE058570)

Responsible for leading and managing Major subcontract activities to deliver successfully the entire contract, leading all cross-functional activity associated with the "Cradle to grave" management of major sub contracts.

Responsible for delivering functional strategies, plans and objectives that deliver Submarines' common and functional business objectives.

Developing, maintaining, leading and managing a professional Supply Chain function that effectively interfaces with the rest of the Submarines business to meet objectives.

  • Execution of tendering actives in accordance with appropriate legislation eg single source contracting, ensuring attention to detail in the identification and assessment of evolving workload and tender responses.
  • Creation and management of life cycle planning and scheduling information relating to the sub contract
  • Placement of Major sub contracts.
  • Management of all deliverables throughout the life cycle of the contract ensuring all deliverables are established and maintained within cost, schedule and performance boundaries as defined in the contracts.
  • Ensure individual procurement/Supply Chain strategies/negotiation plans/make v buy plans for each contract are in place.
  • Manage the internal dependencies and dependents associated with their defined area, ensuring they are viewed as the main point of focus.
  • Engage and support stakeholders and Control Account Managers (CAMs) on activities to generate, negotiate and place contracts with selected suppliers. Activities include agreed scope definition, contracting frameworks, prices and delivery schedules.
  • Maintain an effective relationship with the Supply base ensuring understanding of supplier fragility etc. and continually seek improvements.
  • Manage the resolution of performance issues with the contract. Ensure the utilisation of best commercial practices and established governance for optimum management of major sub contracts. This would include cost savings and both financial interpretation and reporting.

Responsibilities

Act as Mentor/Coach to others within the Supply Chain function to facilitate a best practice learning environment.

  • Develop and review monthly SOFT reports to ensure the identification of opportunities and risks impacting on the business are understood and any actions required will be achieved in a timely manner.
  • Based on defined Supply Chain strategy provide clear objectives into the function. Ensure that Specific, Measurable, Attainable, Realistic and Timely (SMART) principles are applied and objectives identified are included in PDR's and cascaded to all levels of the team.
  • External communication at major contract level, representing BAE Submarines acting as the customer to the Directors of other major manufacturing companies.
  • Manage and control all associated labour and material budgets, working in consultation with key stakeholders.
  • Ensure that Programme/Projects are appropriate and aligned to the functional objectives. Understand the impact of the Programme/Project performance within the function. Approve Programme/Project objectives. Review progress against project budget. Support resolution of any delinquent activities.
  • Ensure that an atmosphere of openness to freely discuss any ethical concerns they may come across is in place, that managers are supportive and utilising the ethical process as appropriate.
  • Review cross functional activities against process deliverables. Ensure issues identified are resolved and will not impede the delivery of the business objectives.
  • Support functional Continuous Improvement and Transformation through sponsorship, contribution of resource and accountability of teams.
  • Maintain regular reviews of internal & external performance metrics to achieve the business objectives. Support business review meetings providing reports, including metrics/data as required.

The Individual

  • Successful deployment of Strategy to support the Submarine business objectives.
  • Demonstrable management of cost, schedule and technical performance in line with the business requirements and the contract.
  • Oversee/lead as appropriate completion of contractual negotiations.
  • All deliverables within cost, schedule and performance boundaries as defined in the contracts, associated Control Account Plans and build programmes.
  • Ownership of budgets and risks and provide Project Reporting for monthly Risk, CAM and CSR Meetings.
  • With the technical teams, provide technical coordination and guidance to the supplier.
  • Provide project data inputs to senior business reviews.
  • Work across business functions including engineering and production to drive business performance to contract.
  • Successful deployment of Continuous Improvement programme to improve overall performance of Sub Contract Programme activity within BAES Supply Chain.
  • Delivery of major sub contracts to support business schedules.
