Description

Sopra Steria Recruitment is working in partnership with a major public sector client in the UK. We are currently recruiting Financial Accountant for 6 months contract initially with possible extension.

This role is falling Inside IR35.

Context of the role

The post holder will be responsible for the positive representation of the client to external organisations. The post holder will produce all finance accounting information accurately and in accordance to procedure. Day to day responsibility will include the production of departmental reports, including modelling and narrative reports for specified work streams.

The post holder will also hold responsibility for preparation and compilation of working papers for the quarterly and annual accounts. The Financial Accounting Officer will ensure that departmental timeframes are met.

Role specific duties and responsibilities:

The post holder will undertake the following duties and responsibilities

Financial responsibilities

  • Discuss and advise on complex financial matters with a range of stakeholders and clients
  • Daily monitoring of bank balances and preparation of monthly cash flow forecasts
  • Ensure systems are in place for effective cash flow management, ensuring that funds are sufficient to meet liabilities;
  • Oversee monthly cash draw down figures for discretionary bank accounts
  • Monitor cash drawdown against cash limits (revenue and capital) and ensure compliance with statutory targets
  • Follow Department of Health good practice, and maintain low monthly and year end closing balances

Information management

  • Responsible for the design of spreadsheets and other templates to be utilised and adopted by the team

  • Ensure that reports are accurate, timely and submitted according to financial timescales and legal/procedural requirements.

Education & professional development

  • Provide training to end users on packages
  • The post holder is required to follow all applicable Standard Operating
  • Procedures (SOPs) in their work and take responsibility for maintaining their personal training in the use of SOPs as part of their annual training and development plan.

Operational delivery

  • Ensure that all control accounts are reconciled and signed off monthly
  • Ensure the agreement of balances exercise process is adhered to, and completed in line with set time scale.
  • To assist in the preparation of the annual statutory accounts, preparing the timetable, and ensuring their technical production in line with the national timetable and current accounting standards including IFRS;
  • To process BACs payment runs, cheque runs, and payment runs
  • Completion of monthly VAT returns

Risk & governance management

  • Develop and suggest changes to financial management and reporting policies, procedures and practices, working with colleagues within the function to establish a consistent and effective approach
  • To help implement the concepts and principles contained within the DoH's
  • Manual for Accounts, and national accounting standards and policies in the production of the year-end financial statements

Other

  • To undertake other duties commensurate with the grade
