Job Description

Our client is seeking Lead IT Architect to be a part of the IT management team and lead development and implementation of an enterprise architecture practice.

The individual will provide technical vision and bring a detailed understanding of current IT trends and technologies and align the information technology architecture to enable business strategy and needs.

Our client has established a strategic roadmap of modular solution implementations that will modernize their Medicaid enterprise. This individual will leverage, enhance and extend the envisioned Medicaid technology architecture to assist in transformation of the broader enterprise. The individual will need significant architecture skills and experience, large enterprise project skills and large-scale systems integration experience.

The individual will collaborate with business customers to understand solution needs, ensure technical requirements are clearly defined in support of business requirements, and solutions are aligned with our client's and state level technical direction.

Requirements

Required:

q Bachelor's Degree in IT related field of study or equivalent.

q Experience in architecture, design, application development and systems integration.

q Wide ranging knowledge and experience in technology solutions covering application development, Middleware, Servers and storage, data management and operations.

q Experience in defining solution architecture options and leading the process of evaluating the most appropriate design.

q Experience with technical leadership of enterprise level applications and solution implementations.

q Experience with large-scale service-oriented architecture implementations utilizing enterprise service bus or other integration technologies.

q Experience with integrating systems across a range of modular vendor-provided business solutions in support of an overall enterprise architecture.

q Experience with enterprise architecture practice in a large-scale enterprise with multiple lines of business, preferably with public sector state health care and health and human services agencies.

q Experience with the Medicaid Information Technology Architecture (MITA) and other Centers for Medicare & Medicaid Services (CMS) IT guidance (eg Seven Conditions and Standards). Experience with health care data, transaction and interoperability standards. Experience with the Medicaid Enterprise Certification Toolkit (MECT) and the Medicaid Eligibility & Enrollment Toolkit (MEET).

q Experience with common enterprise architecture frameworks, models, artifacts and supporting tools. Experience with TOGAF (The Open Group Architecture Framework) strongly preferred.

q Strong verbal and written communication skills, including the ability to gather and provide information effectively to senior level audiences and to provide guidance and strategic recommendations.

q Must be able to work well within a team environment and have exceptional collaborative skills. Must be service oriented with strong interpersonal skills with all levels of business and technical staff.

q Strong organization, planning, problem solving, and decision making skills. Comfortable prioritizing and managing multiple tasks.

q Must be a self-starter and self-motivated. Must be able to quickly learn and lead in a new environment.

Preferred:

q Experience with implementation of large-scale data analytics environments and associated data integration technologies.

q Project Management experience, understanding of PMBOK methodology.

q Experience with IT solutions and services procurement.
