Consulting mission:
The overall activities of the analyst / IT project manager include the complete realization of various IT projects: needs analysis, design and functional architecture, coordination of developments, testing, monitoring of deployments; as well as support and change management activities for IT applications in the "Transparency" area of ??the IT Energy and Technical Applications & Projects department. Depending on the workload and opportunities, other IT projects or applications in other areas could also be considered.
In order to meet the technical challenges for the coming years while carrying out a growing number of projects, our customer is looking for an external consultant to strengthen the team of the internal IT project manager. The internal IT project manager, responsible for the application area "Transparency" will share projects and activities according to the affinities and skills of each to allow a work in partnership with the consultant.
The "Transparency" domain supports the process of publishing and exchanging business information with Belgian and European market players, in particular via the customers website and dedicated external platforms (reporting, publications, etc.). The basic tools in this field are developed internally by the customer (.NET) and are interfaced with applications relating to other application domains managing the business information (Real time, Market, Metering, ...).
In addition to the corrective / evolutionary maintenance of IT tools and processes already in place, new projects in the "Transparency" area are usually divided into the following categories:
- new publications and new data exchange processes (legal obligation) related to the implementation of new market mechanisms or the implementation on our network of new assets (eg new borders, ...).
- internal initiatives (encouraged in particular by the various Belgian and European regulators) to increase the level of compliance, the level of quality (consistency / accuracy) and availability of data made available to the market and third parties.
- modernizing and improving our IT architecture to optimize operating costs and exploit new IT technologies in order to offer more services to our customers and partners.
Regarding the last two points mentioned above, the ambitions of our customer are important for the coming years and require the strengthening of our IT team.
All tasks include:
A transfer of knowledge to progressively enable involvement in the operational maintenance of existing IT applications and support for new projects.
The management of new IT projects, such as the launching and monitoring of projects, the implementation of an implementation plan, the monitoring of scope, budget and schedule, the management of problems and risks, the reporting of projects advancement, documentation, etc .;
The validation and verification of the specifications established by the business
Writing a functional and technical design based on Microsoft technologies (.NET).
Coordinating internal developers and / or external and / or architects in collaboration with the technical manager of the .NET implementations or detailed monitoring of the project in case of software purchase or external developments;
The organization, execution and follow-up of tests and the production that follows;
End-user support and maintenance of developed solutions.
At the end of the mission, the organization of a transfer of knowledge and realization of the necessary documentation, if necessary.
Profile:
You have a university degree with a specialization in computer science. Specialization and / or experience in the field of electricity / energy are a plus.
Several years of relevant experience as a systems analyst and project manager for IT projects of application development-intensive data quality / reporting / publications and you can easily communicate with the developers at the technical level;
You also benefit from experience with the Microsoft architecture (.NET, Visual Studio, SQL Server);
You are bilingual French / Dutch (or are able to read / understand the second language) and you have a very good knowledge of English;
You have an analytical mind and a good sense of organization;
Your customer orientation is perfect for your communicative personality and you work easily in a team;
Experience in Agile development and Lean Management (Scrum Master) is also a plus
A successful experience on topics like Enterprise Architecture, Service Oriented Architecture, Data Quality or Open Data is a plus
Finally, you closely follow the evolution of IT technology.
The mission will start on October 1, 2018 (flexible date) and will be for one year, full time. Given our customer's current ambitions in this area for the next 3 years, to the extent that the selected profile is appropriate and needs are confirmed (to be reassessed regularly), this mission gives the prospect of being extended beyond this. first year, which is our customer's current intention.
