Methods is currently recruiting for an Outturn Reporting Manager to join a large Central Government organisation based in York.This will be a 5 month contract at a daily rate up to £250.The role is inside of IR35, therefore would require you to work through an Umbrella organisation.

Description of Main Duties

1.Compile the Forecast Outturn on a monthly basis for submission to HMT in line with their deadline. Provide timely responses on any queries they have on the data submitted.

2.Assist with the production of the Main Estimate workbook, including the collation of information from across the network, working closely with the T & T team.

3.Carry out variance analysis on the Main Estimate data, identifying issues and working closely with the business partners to resolve.

4.Assist with the production of the additional information included in the published Main Estimate, including working with business partners, network bodies and the Legal team.

5.Entry of the Main Estimate data onto the OSCAR database by the required deadline, liaising with HMT colleagues throughout the quality assurance process.

6.Assist with the production of the Main Estimate Memorandum for the Select Committee to accompany the Main Estimate figures.

7.Assist with the production of the Final Outturn submission on OSCAR to HMT deadlines, using the latest Prophix information available and reconciling to the latest draft of the ARA.

8.Maintain an accurate mapping of the hierarchies within the Single Operating platform (SOP) to the equivalent OSCAR coding, liaising with T&T where necessary.

9.Assist with the production of the core tables and supporting commentary for inclusion in the ARA, including working with the business areas to provide a detailed explanation of trends in actuals and budgets.

10.Assist with the PFI and CRA HMT exercises, including liaising with the Business areas and the Statistics team ensuring its submission onto OSCAR to HMT deadlines.

11.Supply timely and comprehensive responses to ad hoc budget queries when required.

12.Develop and maintain a strong working relationship with HM Treasury and the internal family.

13.Support the wider Estimates team especially the Supplementary Estimate and cash management teams.

Qualifications, Skills & Experience

Finance experience essential, part qualified accountant/AAT would be an advantage.

Excellent IT skills, good technical background and understanding of Oracle General Ledger and hierarchies. Excellent data analysis skills including working with large datasets in Microsoft Excel (knowledge of pivot tables essential and macros desirable).

Finance/Accounting skills are required along with a general knowledge of government accounting, specifically the Consolidated Budgeting guidance and HMT's Estimate manual.

Excellent written and verbal communication skills required due to dealings with HMT and finance colleagues across the network.
