Purpose of Role
To provide authoritative advice to the business on strategic and operational commercial matters in support of the implementation of the GDF programme.
To deliver contractual arrangements as a limited company, whilst ensuring compliance with public expenditure controls.
To support the development of the supply chain, and to ensure that suitable tracking and intelligence systems in place to effectively manage its strategic suppliers.
Description:
Direct report to the Lead Procurement Manager.
Collaborates closely with Executive Directors, Functional Leads and Project Managers; direct support to the Chair of the Commercial Working Group, a sub-committee of the Executive. Engages with Legal and Commercial Heads of Departments.
External contacts include the Department of Business, Energy and Industrial Strategy (BEIS), Treasury, Cabinet Office, external advisors, regulators and senior supply chain representatives. Peers within government departments, other subsidiaries, Parent Body Organisations (PBOs) and Site Licence Companies (SLCs).
SCOPE OF JOB:
Provides input to and scrutiny of commercial strategy development
Develops and maintains a robust framework of good governance and commercial control
Develops and manages the pipeline of procurement activities and procurement plan in support of the annual budget process
Provides day-to-day commercial evaluation of contractual arrangements and support to underpin business case analysis
DUTIES & KEY RESPONSIBILITIES
Provides input to and scrutiny of commercial strategy development
Reviews and develops appropriate commercial strategies and policies
Develops and implements procurement strategies for contract work throughout the GDF programme life cycle, including supply chain development
Establish and maintain consistent charging mechanisms for undertaking disposability assessments and packaging proposals
Develops and maintains a robust framework of good governance and commercial control
Develops a robust system of internal procurement control for the wholly owned Subsidiary, including compliance with EU public procurement rules
Promotes awareness of and compliance with good commercial practice and public expenditure controls throughout, consistent with requirements for financial regularity, propriety and value for money in all of the company's activities
Responsible for access to tender management and contract management systems
Develops and manages the pipeline of procurement activities and procurement plan in support of the annual budget process
Manage the development of the pipeline of procurement activities, and detailed procurement plans that underpin the annual business plan
Manage the complete procurement cycle from procurement and contracting strategy development through to contract award and execution
Identify opportunities to deliver additional value for money, including by aggregation and/or collaboration with other contracting authorities both within the estate and the wider public sector
Provides day-to-day commercial evaluation of contractual arrangements and support to underpin business case analysis
Ensure that there exists a robust business analysis of existing and proposed commercial opportunities
Analyse proposals for cost effective technology transfer from overseas programmes
Review and identify commercial implications of upstream optioneering opportunities
Advises the Executive on the requirements and processes for sanctioning expenditure needed for GDF implementation
Supports the production and assessment of the business cases for approval through sanctioning and validation
Supports the preparation for Major Project Authority and other assurance reviews of the GDF programme
Develops commercial staff
Mentor other members of the procurement team.
Performance Management, including measurement and improvement of self and team, goal and priority setting.
Risk Management.
In addition, he/she will undertake other activities commensurate with their skills and experience as and when required.
Managers will be expected to support and implement corporate decisions and initiatives as instructed by the Executive.
QUALIFICATIONS
Educated to good first-degree standard.
Member of the Chartered Institute of Procurement and Supply with a preference for operational and commercial experience.
Senior procurement and contract management experience ideally gained both in the private and public sector. Role requires significant commercial and operational experience.
Key skills include: the ability to analyse complex issues and develop appropriate strategic solutions, diplomatic, persuasive communication skills, negotiation skills, appropriate varied presentational styles and the ability to manage complex projects.
Leadership, team working and motivational skills.
