Role Summary:
The Engineering Outsource Buyer & negotiator is responsible for the introduction of newly sourced technology materials & services to meet the requirements of new & existing development programs. The scope of activity will vary from project to project but shall include selection and development of the supply base, ensure compliance with company and Government legislation, influence of the sourcing strategy, negotiation and implementation of new product technologies and processes to meet customer requirements. Candidate must be eligible to work on US & UK Military programmes.
Key Activities:
US Military business programs sourcing focal and serve as a sourcing subject matter expert. Required to raise Request for quotation, analyse responses, conduct formal supplier selection, raise formal compliance paperwork, seek business authorisation & raise associated Purchase order.
Drive proactive involvement in all functional activities, including Sourcing Commodity, Subcontract, compliance and Engineering Services, to ensure that sourcing has earliest possible engagement in all new programs to deliver best sourcing approach and strong value to the business
Develop technology and Supplier road maps in respect of future business opportunities
Lead technology program sourcing strategy (new materials, processes and suppliers)
Buy of engineering services
Essential responsibilities:
Lead proposal engagement & contract negotiation with programmes, Sourcing, Engineering, Pricing, Cost Estimating, Gov Accounting and Sourcing Compliance.
Process Gate keeper to ensure input to Sourcing contains all data elements needed to produce compliance costs for USG proposals.
Manage changes throughout proposal life cycle that impact costs, responsible for communications across Sourcing (direct/indirect, GEIQ etc.
Own US Military proposal analysis and data dissemination to global commodity and buy teams, responsible for completion Sourcing TINA Certification pack.
Support Customer FACT FIND and meetings as required
Manage supplier schedule in support of program timescales
Understand and be accountable for sourcing compliance and its documentation (P.O. Folders, CAPA, TINA, Export etc.)
Qualifications/Requirements:
Relevant degree, HND or B-Tec qualified
Senior Buyer & negation experience

Awareness of US Government sourcing compliance desirable but not essential

Ability to bring assignments to a successful completion
Strong oral and written communication skills
Good interpersonal and teamwork skills
