Description

Venesky-Brown's client, a public sector organisation, are currently looking to recruit a Senior Procurement Specialist for an initial 6 month contract based in either on Edinburgh or Glasgow on a rate of £/day (inside of IR35).

Responsibilities:
Procurement: Capable of supporting, planning and leading significant procurement projects and best practice delivery.
Stakeholder Management: Effectively manage a range of customers/stakeholders within the organisation and the wider public sector to develop and implement procurement strategies for high value/risk complex procurements optimising value for money while ensuring key objectives and critical success factors are achieved.
Strategy Development & Implementation: Leading the development, planning and implementation of commodity strategies for low to medium value, low/medium risk procurements and assisting the Portfolio Manager in progressing high value/risk procurements, optimising value for money across the organisation.
Contract & Supplier Management: Active supplier management and customer engagement during the contract life cycle; review and revise contracts using product and market knowledge.
Analysis and Use of Evidence: You must organise and collate robust information from a variety of sources to support decision making in the procurement section.

Requirements:
Proven track record in the delivery of the full end-to-end procurement process, including tendering, supplier and contract management and negotiation.
Strong numerical and situational analysis skills with the ability to draw out key messages and findings to make recommendations and/or support decisions at senior levels.
Strong interpersonal, influencing and stakeholder management skills with experience of building and maintaining relationships at all levels and working in collaboration with internal and external colleagues
Strong communications and engagement skills with proven ability to articulate complex procurement and commercial issues clearly and succinctly to range of internal and external stakeholders.

Desirable Skills:
Understanding of the challenges and complexities of procurement in the Scottish Public Sector.
Experience of procurement transformation projects or programme.
Membership of a relevant professional body (ie CIPS).
