The Role

To provide technical assistance in the provision of an effective roads and transportation service comprising network maintenance, public utilities and roadwork co-ordination, road safety, traffic management, traffic signals, development management & transportation planning, project design, structures, street lighting and flood management.

Working within one of the roads and transportation teams, the postholder will assist their line manager in the delivery of the team's functions as outlined from time to time in the roads and transportation management plan.

There will be a requirement to provide technical assistance on roads and transportation matters and to work in close partnership with other stakeholders and external partners.

The postholder will be expected to work on their own initiative with minimal supervision and will be subject to political contact and regular contact with external organisations and the public.

Responsibilities

Assist in the design of new works and maintenance improvement related activities for roads, footways, car parks and other road related infrastructure, including developing policies and procedures.

Assist with promotion of Traffic Regulation Orders or similar.

Provide technical assistance and support to the team.

Assist in the development of solutions to a wide range of road and related highway scheme design issues, and organising implementation.

Collection and collation of technical data (eg topographical surveys, ground investigations, traffic counts etc.) and prepare reports on the analysis of the data.

Assist with 3rd party insurance claims relating to roads, footways, car parks and other road related infrastructure.

Design and implement works, under supervision, related to roads and transportation functions in line with council procurement rules, best value requirements and within legislative, engineering and other constraints (including report preparation, preliminary and detailed design, specifications and contract documentation, site supervision and financial management).

Deal with general enquiries from elected members, business organisations, the general public and internal and external partners in relation to roads and transportation enquiries.

Deal with the resolution of enquiries or complaints in line with council policies and service standards.

Undertake duties in relation to the Construction (Design and Management) Regulations.

Undertake duties in relation to health and safety in line with legislation and council policies.

Assist with the development and implementation of the service's Roads Asset Management Plan and supporting systems and documentation.

Assist in the preparation of reports for council management and committees.

Assist in delivering a wide range of statutory road functions and to assist in the work of any of the teams in the Roads and Transportation service as directed by the Roads and Transportation Manager.

Participate in winter and emergency activities as required.

Carry out other duties as directed by line manager.

Essential

Higher National Certificate or equivalent in Civil Engineering or other appropriate professional discipline.

Working knowledge of word processing, spreadsheet and database software.

Working knowledge of specialist computer software such as AutoCAD, GIS.

Full driving licence

Desirable

Registration with the Engineering Council at Engineering Technician (EngTech) level or above.

Experience of roads and transportation engineering.

Working knowledge of H&S legislation and demonstrate a high degree of understanding relating to frontline risk management

Experience in local government and/or knowledge of local government working practices.
