Head of Open Data Platform Specialist

The Head of Open Data Specialist will set the vision and technical road map for the Clients Open Data. The Open Data strategy and delivery road map will enable the Client to deliver common, secure and consistent data capabilities and data driven products and services.
Essential skills/experience required:
Possess expert understanding of data science, data management and search logic.
Strong experience of leading data science and data discovery projects and initiatives and developing services built from data.
A deep understanding of open data platforms and their successful operation - an affinity for the open web as an information space and web scale integration.
Specific technical services/skills required:
MS Azure based solution development and delivery
Platform design, development and operation based on TripleStore services
MS .NET core based development
API harvesting and publishing as open data
Ontology solutions including OWL ontologies and schema.org
Taxonomy solutions (Smartlogic Ontology Manager or comparable)
Experience of library science solutions; ideally SKOS
OWL ontologies
SPARQL
RDFa
Apache Soir
Also a track record of partnership working; ideally within a public sector and/or with wider private sector and academia
A track record of designing and delivering open data services via in-house, external and blended team models.
You will operate the Open Data platform and related services including published data set updating from the Clients API services
Ensure that the Open Data platform is appropriately accredited in information management and cyber security terms; including facilitating penetration tests and other activities to maintain accreditation's held
Design, build, optimise and maintain an Enterprise open data platform ensuring data integrity, quality, performance and scalability.
Create and maintain documentation of the open data platform and related services on which it relies.
Produce solutions to ingest, process and serve both structured and unstructured data from disparate source.
Implement and manage complex Ontology integration projects and operational services
Develop content as agreed to maintain the currency of the published data sets and create new leveraging Client API services
Asses, recommend and implement delivery strategies for the assigned open data platform and associated services.
You will be required to collaborate successfully with teams across the Clients Digital Service and colleagues and be an advocate for digital within the business. You will also be experienced at grappling with complex problems in a data driven environment with a track record of delivering innovative solutions
