Description
Strategic Finance Manager to manage and develop the Adults Social Care and Public Health Finance Team. Support the Directorate to set and manage within the approved budget, ensuring the forecasts are accurate and reported in a timely manner. Support the directorate to transform and develop transformation savings plans.
Working with the senior managers in the Finance Service to ensure effective financial control (and effective discharge of s151of the LG Act 1972) across the Council's services through the provision of a proactive modern accountancy offer that adds value to the Council balancing this with maintaining sound financial control.
Supporting directorates in the production of their financial plans, policies and strategies within the overall framework set by the Section 151 Officer, including the promotion of value for money in all decisions across the Council.
Ensuring effective monitoring arrangements are in place at service and directorate level so that value for money is achieved and that spending is allocated in accordance with agreed priorities, and that action plans are developed where budget overspends are being incurred. Evaluate and maximise the effectiveness of the systems of internal financial control, risk framework and governance processes across the business to ensure public money is appropriately accounted for and controlled including establishing appropriate arrangements for all significant risks to be understood and responded too consistent with S151 responsibilities.
Advising and supporting elected members to enable them to fulfil their roles fully with regards to financial stewardship and governance including ensuring the transparency, consistency and integrity of decision making and supporting information.
Attending senior leadership and management team meetings, Committees, MP briefings, Boards and engagement events to give advice as required on financial management and business control consistent with the Council's corporate objectives and S151 Financial Administration responsibilities.
Managing staff to the highest possible professional standards, including ensuring staff are supported to achieve all required objectives and their personal development needs.
Support the Directorate in moving forward on integrated ways of working over the health and social care system for Cornwall, support a number of projects and initiatives.
Experience of working within Adults Social Care providing Strategic Finance advice to the Directorate Leadership Team
Preparing finance reports and presenting them at Directorate Leadership Team and contributing to the development of the reporting to S151 Officer and Cabinet Report
To lead on the support services business partnering community for Adults and Public Health
Leading on the development of the annual budget setting and reviewing base budget through an activity-based approach
Supported the Directorate to develop robust deliverable savings plans and monitoring and reporting on the delivery
Experience of working with NHS Colleagues and developing joint commissioning agreements
Managing and developing staff
Experience of developing financial models to understand the demand for adult social care services.
