Description

Venesky-Brown's client, a public sector organisation, are currently looking to recruit a Procurement Specialist, to be based in Glasgow, for an initial 6-month contract on a rate of £260/day (inside of IR35). Due to the current circumstances this is role will initially be remote based.

Responsibilities:
Leading the development, planning and implementation of commodity strategies for low to medium value, low/medium risk procurements
Assisting the Senior Portfolio Specialist in progressing high value/risk procurements, optimising value for money
Contributing to and implementation of innovative procurement strategies based on comprehensive market research and in line with procurement policy and EU regulations,
End-to-end procurement from initial conception, stakeholder analysis, commodity profiling, market research and environmental analysis, innovative procurement strategies through full EU procurement process (based on EU regulations), contract award and on-going contract compliance, and supplier relationship management and development
Working with User Groups and supporting project teams to develop optimum strategies for goods and/or services, with contracts awarded on the basis of best economic value
Work effectively with a range of stakeholders across the Scottish public sector, and suppliers, as required, ensuring effective participation and buy-in
Actively participate in supplier management involving the gathering, analysis, interpretation and dissemination of data and information to facilitate management decisions, planning and performance reporting as well as co-ordinating spend and savings information
Active supplier management and customer engagement during the contract life cycle; review and revise contracts using product and market knowledge.

Essential Skills & Experience:
Ability to support, plan and lead significant procurement projects and best practice delivery
Understands when and how to negotiate and has good experience of successfully conducting negotiations
Understands issues and benefits of collaboration and may at times play key role in delivery including best practice initiatives
Supports the development of complex specifications and can support and lead EU procurement projects including leading tender evaluation of complex requirements
Effectively manages debriefing of suppliers liaising with legal advisers where necessary
Understands the role of contract management and works closely with customers to manage contracts and ensure delivery of value for money
Able to deliver a number of activities and projects concurrently and develop and implement innovative strategies
Recognise importance of applying risk management principles and be able to adapt quickly to meet changing priorities
Organise and collate robust information from a variety of sources to support decision making in the procurement section
Use evidence gained to assess measure and evaluate projects, engaging with colleagues at appropriate stages of policy development
Knowledge and understanding of the full end-to-end strategic procurement process.
Good communication and relationship management skills
Project Management, Excel, PowerPoint, knowledge and experience
Ability to support, plan and lead significant procurement projects and best practice delivery

Desirable Skills & Experience:
Understanding of the challenges and complexities of procurement in the Scottish Public Sector
Experience of procurement transformation projects or programmes
Membership of Chartered Institute of Purchasing and Supply.
Working knowledge of Public Contracts Scotland (PCS)
