Description

We are looking for a Lead Technical Analyst to start from ASAP an initial contract until 31-DEC-2020 for an international Org' -client in ROME, where ON-/OFF-site work is possible. Possibility of extension based on performance and budget availability. English speaking environment. Our client is an international organisation in Rome and a great reference in any CV!

You will support a custom built (by IBM) online web-based system, called ICP, developed with state-of-the art security features to protect data and information to become a platform supporting a variety of business activities serving multiple stakeholders (eg borrowers, recipients, donors, partners).

  • Duty station: It is expected that the service is provided partially from CLIENT Headquarters in Rome and partially from remote.
  • Date of entry on duty: Between to
  • Duration of assignment: 86 days (66 days from client HQs and 20 days from remote)

The ICP system is fully integrated with the client's core banking system, ensuring not only transparency of information for all stakeholders but also Real Time reporting.

The focus of ICP is on improving service delivery, reducing cycle times and providing better visibility of data.

ICP has been rolled out gradually to its clients and as of ICP is used by 85% of the countries, with an objective of rolling it out to 100% of countries with disbursable projects by the end of 2020.

TASKS

It is expected that the service is provided partially from client Headquarters in Rome and partially from remote.

The Lead Technical Analyst provides technical leadership and is interface with vendors and internal/external stakeholders. The incumbent will provide key support for the implementation and maintenance of the project which comprise of the following responsibilities:

  • Platform maintenance
  • Platform resiliency
  • Support to the rollout programme
  • Testing of the Disaster Recovery of ICP
  • Support a tender process about the future
  • Support the security audit and penetration tests
  • SKILLS

    An extensive relevant working experience (at least 15 years) in several of the following disciplines of technology and application systems integration is required:

    • Enterprise-wide systems strategies, planning, tools, and methodologies;
    • Agile Project Management techniques (Scrum, XP);
    • Distributed systems;
    • Enterprise patterns, object-oriented design patterns and programming techniques;
    • Internetworking API design, engineering, documentation, review and testing;
    • Reading and writing technical documentation and performing technical research;
    • Code review;
    • Web technologies: HTML, CSS, JavaScript, AJAX, REST, SOAP, JSON, XML, Relational databases, Caching layers, underlying infrastructure;
    • UNIX internetworking infrastructure: HTTP, SMTP, DNS, DHCP; TCP/IP: routing, Firewalling, NAT, QoS;
    • In-depth knowledge of UNIX and Windows Systems Administration and integration of networks of heterogeneous systems;
    • Knowledge of SharePoint 2013 APIs and capabilities, experience in two-ways integration;
    • In-depth knowledge of Secure System and Infrastructure design and principles;
    • In-depth knowledge of information cyber security attacks and defenses; solid experience in security testing and hardening web applications and underlying application and network infrastructures;
    • Data analysis and database architecture and design on Oracle 11g, PostgreSQL 9.x and Redis;
    • Git version control system;

    In addition, it is required:

    • Minimum of 3 years of relevant work experience in Rolling out an IT system together with an understanding of the potential IT bottlenecks faced in developing countries;
    • Minimum of 3 years of relevant work experience with financial process analysis and financial system implementation
    • Minimum of 3 years of relevant work experience in managing cyber security incidents and events
    • Excellent organizational and communication skills, both written and oral, especially tailored towards audiences not familiar with technological subjects
    • Familiarity with the United Nations common system or international financial institution is desirable
    • Excellent written and verbal communication skills in English is essential.
