Commercial Business Partner - Public Sector

Experis are currently recruiting for a central government client for a Commercial Business Partner on an interim basis. The client is looking to strengthen its commercial capability and has an opportunity for an experienced procurement professional to join the Commercial Team.

Requirement

As a Commercial Business Partner, the role holder will leading on all commercial matters and procurements to assist their policy delivery.

The role requires an individual to:

  • Undertake a high volume of tender activities, leading stakeholders through the procurement process, across a range of commercial categories, as required
  • Effectively work within the department's commercial & procurement team with a high degree of technical competence
  • Provide professional procurement advice to ensure the department meets any and all central government requirements, achieve best value and effectively
  • Assist with design and delivery of commercial processes, objectives and value for money targets to enable the department to meet spending review and other targets, including provision of appropriate targeted management information
  • Assist in the development and management of key objectives for Commercial to assist the Commercial Director to realise year-on-year savings in line with agreed targets and meeting agreed Service Levels with other government departments
  • Manage consistent commercial policies and procurement processes across the Department in line with Managing Public Money
  • Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department

Person Specification

  • Hold full membership by examination of the Chartered Institute of Purchasing and Supply
  • (MCIPS);
  • Have sound knowledge of the Public Contracts Regulations 2015 and an understanding of their application
  • Have experience of working in the public sector, preferably Central Government;
  • Have a demonstrable track record of delivering value for money across a range of procurement projects and categories, ideally managing high turnover, small value, professional services procurements;
  • Be a proficient procurement professional with relevant applied and/or theoretical knowledge, in management process development and implementation, category management, strategic sourcing, supplier relationship development and performance management, specification, report and recommendation writing;
  • Have practical experience of managing varied procurement operations working in a corporate procurement environment ideally subject to public procurement law;
  • Have experience of managing corporate goods and services procurements and leading contract negotiations;
  • Have well developed interpersonal and communication skills plus a track record of leadership, setting strategic goals, and driving commercial and procurement
  • activities;
  • Be able to demonstrate experience of operating in a senior environment and delivering results, notably securing value for money, including experience of procurement planning, management and business processes
