Description

Change Project Manager required to be based in either London, Bristol or Warrington.

This role will require SC clearance or a candidate who is happy to be put through clearance before they start.
This role will be working across a number of programmes within the clients Portfolio including Economic Crime and Intelligence.

A Project Manager is key role in the project delivery team, they are required to provide project management capability and deliverables to ensure that work is properly attributed and completed to a sufficient quality.

Project Initiation including drafting of Project Initiation Documents;
Securing the project mandates through development of Business Cases.
Planning and overseeing projects using MS Project plans;
Managing risks, issues and dependencies using the NCA PMO templates.
Ensure appropriate benefits realisation strategy is in place.
Managing the project's finances within agreed tolerances.
Working with others, ensure supplier obligations to deliver the project's outputs are delivered to time, cost and quality.
Contributing the management of stakeholders and communication plans.
Governing delivery through agreed boards accountable at programme and portfolio levels.
Assure delivery in accordance with the agency's ITIL based process;
Ensure delivery within relevant statutory and policy obligations.
Transfer knowledge and skills to other members of the project team.

Experience required

Proven experience in a professional programme/project manager role. Qualifications in Project Management ie PRINCE2/APMP.

Individual expected to be trained in key skills below. Knowledge of Organisation and key IT capabilities will be provided.

5 years of experience supporting Programme Manager in the delivery of projects.

Demonstrable (>5 years) experience of Capability Delivery in a Government setting.

Demonstrable experience of delivering outputs to Quality, Cost & Time approvals/allocations.

Experience of developing Release to Service plans and associated Benefits Maps.

Knowledge of ITIL V.4 and how it is applied.

Experience of developing Security Accreditation, ITHC, Service Transition, Security Management and test and acceptance processes for new Capabilities.

Ability to Lead a team. Knowledge of transition, upgrades, refresh projects, including integration of Waterfall and Agile delivery schedules.

Proficient in the use of MS Project and MS Office.

Experience of developing Business Cases and Cost Models in a Government setting.

Experience in Network & Infrastructure delivery, including cloud computing.

Effective verbal, written and presentation skills.

Demonstrated willingness to be flexible and adaptable to changing priorities within a high tempo Operational context.

Strong multi-tasking and organisational skills.

Proficiency in Microsoft Project and standard Microsoft applications.
