Senior Technical Delivery Manager

URGENT!
Fullstack.London is looking for a freelance technical delivery manager to start on ASAP full time for 6 weeks but could be extended for 3/6 months.
As a Senior Technical Delivery Manager, you must be inspired by technology and have a passion for creating innovative solutions. You will love working in a team of highly skilled people, all with strong opinions about various technologies, frameworks, and approaches to delivery. You will articulate your ideas to your colleagues effectively and take on board the ideas of others. You will thrive when faced with new challenges and constantly look to improve client deliverables.
You will be responsible for the design, development, deployment, and maintenance of innovative solutions using the latest tools and technologies. Working closely with Project Management but also other project leads such as UX and creative, you will have overall responsibility for the technical deliverables of the project.
KEY RESPONSIBILITIES
Responsible for delivering high-quality multi-tiered web solutions and systems integration projects on time and to budget.
Planning and scoping
Managing one or several Agile development team(s) - onshore and/or offshore
Strive to learn new skills and stay abreast of technical developments, successfully applying them to work practices.
Balance industry best practices, principles, quality assurance, and innovation in design and implementation.
Review standard of work relentlessly, ensuring only work of the highest quality is delivered.
ROLE REQUIREMENTS
This is not a hands-on development role but a strong engineering/development background is required to fulfil the following requirements for this role.
So someone in development hands-on is a massive plus!
Able to select the most appropriate supplier for the required task. Ensures outsourced projects are delivered on time, within budget, and to the highest standards.
Provide technical solutions
Understands the technical complexities of multi-tiered web solutions and systems integration, their underlying technologies, and the latest technological tools. In doing so, provides innovative solutions that address the overall business objectives of clients within the constraints of the project budget. Understands the inherent risks associated with any given solution and provides the early means to mitigate them.
Requirements-gathering and scoping
Asks the right questions early to ensure a given solution has considered all stakeholders and actors and all non-functional requirements. Understands how applications can be secured, what information should be secured and the impact security will have on the application. Provides clarity and direction in requirements-gathering workshops: provides a breakdown of all tasks and subtasks required to complete a project phase.
Methodology planning and delivery
Able to plan delivery in iterative sprints inclusive of quality assurance sign-off in a platform-agnostic environment. Able to recognise risk and plan to mitigate it early. Removes obstacles to allow the development team to progress. Tracks progress and provide constant feedback to the Project Manager.
Technical project estimation and lead
Uses experience to define and justify the correct quote from team members. Conducts sprint planning sessions using planning poker, use cases, or user stories and thus accurately predicts the length and deliverables of a given sprint. Provides high-level, top-down, and detailed bottom-up estimates for the Project Manager.
Resource profiling and estimation
Able to decide the resource profile required for a project and to provide top-down and bottom-up estimates against a scope, thereby ensuring that personal and team utilisation targets are met. Provides short-, medium- and long-term resource forecasting, thus managing own team's size and capability.
System and application modelling and design
Provides clarity to the development team in terms of technical solutions. Establishes a ubiquitous language of project terms, ensuring the team uses them consistently across design and development. Able to create a high-level system and application design diagrams: context diagrams, sequence diagrams, etc. Adds value to the input of the Technical Architect on a team.
System and application security
Understands how applications can be secured, what information should be secured and the impact security will have on the application.
TECHNICAL SKILLS/KNOWLEDGE
Azure Cloud Services
Cloud functions, API services
DevOps activities such as CI/CD
RESTful and GraphQL
CMS and DXPs
Cloud hosted databases
HTML, CSS, Javascript framework such as React or Angular
Headless CMS and other SaaS products such as Contentful.
Node, common node libraries, and frameworks, npm module consumption, and publishing
Web Design Systems
Jira, Confluence, or Azure DevOps
Understanding of Automation and Quality assurance practices.

Proven experience in Leading large Agile development teams
Experience delivering multi-tiered cloud-hosted web solutions
Experience with design systems
