Description

Neem is looking for a dynamic and experienced Senior IT Data Governance Programme Manager. Reporting to a Senior Manager, you will have experience defining, implementing and leading multiple IT Governance initiatives and projects in large multinational organisations.

You will be able to define the vision and the implementation approach of IT Data Governance and communicate widely to ensure organisations acceptance and readiness while building support in an engaging and compelling way.

Analytical Thinking and Problem Solving

  • Understands how multiple projects align with organisational priorities and execute work to meet strategic targets
  • Demonstrate an understanding of business operations for multiple IT and non-IT departments or operational areas
  • Understands the business case process and maintains a business case for projects
  • Understands vendor contracting processes and manages vendor engagement once the contract is signed.
  • Understand how to gather information and conduct analysis to fully understand issues and problems, including root cause identification.
  • Anticipates functionality/system/application problems based on past experience.
  • Understands the value and timing of when to escalate issues for resolution.

Communication and Formal Status Reporting

  • Provide timely and transparent communications at strategic and operational levels
  • Clearly communicates decisions, plans, goals, strategies, and how projects support and further organisational goals.
  • Employs strategies to organise and communicate complex information clearly and to drive actions.
  • Communicates to diverse audiences ensuring information is credible, digestible, and easily understood.
  • Maintains and utilises Portfolio management tools to track, manage and report on projects.

Relationship Building and Management

  • Identify project stakeholders with support from the sponsor and project team. Builds and uses a stakeholder management plan.
  • Collaborates with clinical and non-clinical or operational departments to achieve project objectives.
  • Consistently builds valued relationships, enabling ongoing and effective partnerships to achieve success.
  • Identifies differences or disagreements among business and technology stakeholders; facilitates involvement, collaboration, and communication to resolve issues quickly.
  • Partners with stakeholders up to the Executive Director level to support their decision-making processes; challenges thinking to ensure accountability and good stewardship.
  • Uses judgment to involve other senior team members when navigating complex stakeholder issues.
  • Participate in internal and external project management events and forums
  • Provides tactful, honest, balanced feedback to peers and customers
  • Coaches and mentors others on project management skills to build self-sufficiency.

Responsibilities

  • Support the strategy and execution model for maturing the governance and capabilities of the Enterprise Services teams.
  • Oversee a variety of projects simultaneously while managing shifting priorities.
  • Partner with division and department leaders and partners to help establish governance processes to enable automation and support Agile delivery and migration to Cloud.
  • Manage dependencies across multiple disciplines and partners, including Architecture Office, Data Services, Cloud Services, Engineering Automation, Agile Center for Innovation, Security, Agile teams, Treasury Support, and other Bank departments.
  • Maintain all process documentation related to governance frameworks following department procedures. Identify and determine process deliverables and artefacts to become established department/division standards.
  • Enhance process adoption throughout the division by ensuring governance reviews are completed accurately to align with sprint plans, release plans, and product roadmaps. Assure compliance to Fiscal Service standards and Division Policy and Procedures.
  • Provide support for establishing a set of engineering metrics and dashboards to enhance team and individual performance. Organise discussions related to the tools user group and provide support and recommendations for efficient use of processes.
  • Coach and provide awareness to Agile teams, IT division partners, and leadership on the use of SDLC frameworks, including Scrum and Agile development techniques and IT Governance procedures to minimise the risks of Audit findings or Board of Governor's comments. Provide support for remediation efforts related to audit findings.
  • Provide consultation and guidance to other Governance System project managers and offer input on hiring, staffing, scheduling, performance evaluations, disciplinary actions, and project teams' training needs.

Qualifications

  • Bachelor's degree with major or specialised courses in Computer Science, Management Information Systems or commensurate experience
  • years of project management experience and a combination of the following:
    • Data Governance and IT Business Change initiatives
    • Experience with Microsoft Project, Microsoft Project Server, JIRA, Confluence, or Atlassian suite
    • Experience with software development and product cycles, including Scrum and Agile development techniques, such as release planning and tracking
    • Experience supporting IT Governance in an organisation.
    • Process and assess complex procedures. Excellent problem-solving skills at the project and program level
    • Excellent leadership, relationship-building, interpersonal savvy, critical thinking, and communication skills
    • PMP Certification or equivalent certification. Agile certification.
    • Experience with Cloud Azure technologies
