Programme & Performance Officer - Contract - Remote/Sheffield

Roc search's client are currently looking for a Procurement Lead on contract for a client of ours in Sheffield.

We currently have a requirement for some temporary resource within the Programme and Performance team at Sheffield City Region (SCR), and so are seeking someone to come and join us on a temporary basis. In line with current government legislation we are currently working remotely (we do have access to offices for anyone who is unable to work remotely), however over the coming weeks and months we are expecting some return to office working (albeit not 5 days per week)

The key activities of the post are

  • The temporary resource will be required to work as part of the Sheffield City Region Combined Authority and Local Enterprise Partnership Programme and Performance unit function support in the delivery of a diverse range of large and complex projects and programmes. Supporting the strategic objectives of the organisation within the SCR project portfolio, through contract management
  • Development of service specification converting new programme, project or scheme development into programme and project specifications, following SCR MCA approved programme management protocols and requirements
  • Work corporately to support major commissioning exercises ensuring documentation and processes are robust and of a high quality in line with the approved contract procurement rules.
  • Development and management of a series of programmes or projects, including negotiating of deals with service delivery partners
  • Production of project or scheme management information, including scheme dashboards, to include reporting on KPI's through milestone reports
  • Management and monitoring of contract compliance, including responsibility for the effective resolution of any breaches of contract conditions or performance standards.
  • Responsible for the accurate calculation and timely processing of financial information

Essential Experience and Skills

  • Experience in performance management, setting targets, plans and monitoring performance
  • Experience in research and development activity including data analysis and performance reporting
  • Experience in the key principles of contract management, contract law & procurement
  • Experience reviewing risk plans, value management and cost control
  • Excellent communication, negotiation and interpersonal skills with the ability to deal with a variety of internal and external stakeholders.
  • Strong organisation and time management skills with the ability to work under pressure, being self-motivated and able to use own initiative under minimal supervision.
  • Ability to produce quality documentation including reports, ensuring they are suitable for particular audiences.
  • Ability to effectively manage projects and processes to deadlines
  • Ability to organise and prioritise conflicting workloads

Start Date: 4th May

Rate: £200 - £230

IR35 Status: Inside

Duration: 2 months+ (with extension)
