This is an exciting opportunity for an experienced and highly motivated Project Manager to work within the Programme that is establishing the new regulator. Someone with Project Management experience in Estate and Facilities, People, Customer and Process.

You will work across a multi-disciplinary team as well as at times working closely with the Ministry of Housing, Communities and Local Government (MHCLG) and the Home Office plus other regulators to make a positive impact in citizens lives. The Facilities Team sits within the Information, Technology, and Facilities Division and is a small team (8 FTEs) covering the provision of accommodation and associated Facilities services to meet operational requirements

Key Responsibilities:
* Delivery - Create and lead the project to deliver the agreed outcomes within time, cost and quality constraints.
* Project Management - Day to day management and leadership of the project and the project team. Provide effective leadership and management controls. Develop and maintain detail Project Plans, tracking progress af deliverables. Set project controls. Manage effective transition between project phases. Handling property events on the HSE estate in order to meet the new requirements of BSR including: acquisitions; Lease ends and breaks; Exits and disposals and associated dilapidations issues; tenant management;
Landlord liaison (private and public sector); asset management including life cycle planning.
* Resources - Identify skill requirements; and deploy and develop resources. Effective management and direction of specialist support contracts in order to achieve desired outcomes, including: estate professional advisers; furniture providers; Technical advisers; Legal advisers and Facilities Management Services providers.
* Stakeholder Management - Effective management and direction of specialist support contracts in order to achieve desired outcomes, including: estate professional advisers; furniture providers; Technical advisers; Legal advisers and Facilities Management Services providers.
* Risks & Issues - Identify and monitor project risks and issues.
Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.
* Governance - Support effective governance and decision
Making, providing regular reports on project progress against agreed milestones. Proactive engagement with stakeholders in order to gather and analyse views and requirements, explain constraints, timescales and options, understand and take account of requirements and aspirations, and to provide effective and timely communications to them.
* Assurance - Provision of accurate and timely management information in relation to key data and metrics, including: costs; space utilisation; service provision performance; asset management; health and safety, sustainability; and life cycle planning.
* Change Management - Proactive engagement with stakeholders in order to gather and analyse views and requirements, explain constraints, timescales and options, understand and take account of requirements and aspirations, and to provide effective and timely communications to them.
* Guidance and Support - Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance.

* APM Registered Project Professional
* Project Leadership Programme
* Relevant qualifications/memberships in Facilities or Property management

* Have a track record of experience in estate/property/facilities/project management.

* Have a good understanding of property management processes, principles and terminology.

* Have a good understanding of UK government estate strategy and the role and aims of the Government Property Agency. Level: Practisioner (P)
* Have clear and accurate written and verbal communication skills.
