The Georgia Department of Labor is participating in a consortium to develop a shareable Unemployment Insurance core system. This effort follows the conclusion of the feasibility and requirements definition process.
The consortium is led by Tennessee, and includes North Carolina, South Carolina, and Georgia.
The project manager will participate in and coordinate Georgia’s work efforts in meeting Consortium deliverables.
The position, assigned to the Project Management Office, will direct and coordinate project activities. including, but not limited to:
Planning Schedule development and maintenance Resource tracking Risk management Communications management Status reporting Quality management Primary duties will be to manage all aspects of the project following Project Management Institute best practices, and the Georgia Department of Labor Project Management Methodology.
Successful candidates will be accomplished project managers who have directed and successfully managed, from start to finish, complex, technology projects with aggressive timelines.
The successful candidate will be expected to provide expertise and guidance in business analysis techniques and to participate in the development of related work products.
Knowledge and experience in the full Systems Development Lifecycle and Testing Methodologies is required.
Generally Consortium meetings are conducted by way of video and audio teleconferencing. However, some travel is required, not more than one trip a month, lasting between two and four days.
Specific responsibilities include:
Monitors and reports Consortium activity and progress Coordinates Georgia’s activities in support of the Consortium. Participates in Consortium activities as required. Leads development and documentation of workflows and methods. Chairs, manages, or facilitates project meetings, communicating individual responsibilities and project expectations. Manages conflict resolution within the framework of business and project/program objectives. Develops, monitors, and coordinates project activities, such as scheduling, tracking, and reporting; assesses the impact of approved changes and revises the plan to include the change. Monitors project milestones and critical dates to identify potential jeopardy of project schedule. Identifies ways to resolve schedule issues. Keeps management aware of the situation. Develops strategy and ensures integration of project plans and overall execution. Assesses variances from the project plan, gathers metrics, and develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives. Provides the team with constructive feedback as it pertains to project performance. Uses past experiences to identify potential areas of improvement. Learn the business of the UI program. Required Skills:
Project management certification (PMP) or successful completion of a recognized project management curriculum. Ten years of IT project management experience in defining and delivering solutions to business problems. Effective verbal and written communications. Expert in Business Analysis including facilitation, information gathering, diagramming, and documentation with working experience of the complete B/A tool set. Comfortable in interacting with staff and management including Executive levels. High degree of skill in the development and execution of business and technical presentations. Knowledgeable and experienced in the full Systems Development Lifecycle and Testing Methodologies Expert in MS Project, proficient in MS Office suite, and Visio. Preferred Skills:
Advanced degree from an accredited college or university.
