FUNCTION:

To provide a social work service to families and to children in need, who may also be in the need of protection or who may be looked after.

The post holder is expected to carry out their duties and responsibilities in accordance with the County Councils Policies and Procedures and the Directorates Statement of Principals and Standards of Conduct. Social Workers are expected to serve the whole of the multi-racial community in Lancashire.

To instil, promote and maintain working relationships with all levels of management, employees and service users (including other Directorates of the County Council and external agencies), which fully reflect the Directorates Standards of Conduct and Statement of Principals.

CORE RESPONSIBILITIES:

1.To carry out the statutory obligations of the Directorate within the context of Government Guidelines in particular the Quality Protects Initiative, County Policies, strategies and procedures.

2.To manage an allocated workload of children in need who may also be looked after and their families.

3.To undertake the following duties:

3.1 To undertake assessment in accordance with the timescales laid down in the Framework for the Assessment of Children in Need and their families.
To identify children in need who may also be in need of protection.

To determine an appropriate level of intervention and service provision including packages of family support.

3.2To manage complex packages of family support including supervision of children on the Child Protection Register as key worker.

To manage cases and represent the Directorate in court proceedings.

To ensure the needs and wishes of children looked after are fully addressed in the care planning process and that due consideration is given to the childs religious persuasion, racial origin and cultural and linguistic background.

3.3 To manage the cases of all looked after children for whom a care plan for permanence has been identified.

To ensure that children are securely attached to carers capable of providing safe and effective care for the duration of their childhood.

4.To liase and negotiate with other professionals in statutory and voluntary agencies to ensure the best possible outcomes for children and families.

5.To comply with the Directorates administrative and financial procedures including the maintenance of appropriate records.

To utilise information technology including the operation of ISSIS and other computer systems for imputing and updating data.

6.To prepare for and attend planned supervision sessions and staff meetings in accordance with Directorates supervision policy.

7. To instil, promote and maintain a health and safety environment for all levels of staff and service users, in keeping with your level of responsibility and accountability as defined under the Health and Safety at Work Act 1974, the Management at Work Regulations 1992, the County Council General Statement of Safety Policy and the Social Services Directorate Health and Safety Policy.
