JOB DESCRIPTION

JOB TITLE: Cell Manager EMS - Clevedon

1. Purpose of the Job:
The Cell Manager is responsible for the achievement of safety, quality, delivery and cost targets for a complete range of manufactured product within Equipment Operations.

A Production Cell is a set of resources which takes raw materials and some bought out items, carries out conversion operations and assembly activities to manufacture products ready for shipment to either customers (internal or external).

The key measures for a Product Cell are:

  • on time delivery to customers of fully tested products with all required documentation
  • continuous improvement of performance (Safety, Quality, Delivery and Cost responsiveness, total cost of supply)
  • smooth introduction of engineering changes and new products

Total 58 to 156 depending upon demand.

  • Range of Employee roles reporting to Cell Manager: Cell Leaders, Cell Planning, Packing and Despatch, Shipping & Logistics, Permanent Directs and TAWs
  • Prime cost output budget: 20M to 25M pa

  • Product variety: TPU, TCS, KRONIS, HELIOS, Atlas, Atlas Etch, WRU, HD-WRU, SM, ZEP, Zenith, Spectra, GRC, Tempest, HOX, PCS, WESP, DC Plasma, ERIX, Cartridges
  • Manufacturing process complexity: Concurrent Engineering, Material Kitting, Parts Preparation, Sub Assembly, Systems Assembly, Product Test, Airfreight Packaging.
  • Rate of change of volumes: +/- 25% per Month or 50% per Quarter.
  • Customer interface: Semi-conductor, Solar & FPD Accounts (Intel, Elpida, ST Crolles, Bosch, PSC, RexChip, AUO, Toshiba, TEL).
  • Logistic Processes: Mapics, SCP, SAP, Airfreight Security
  • Supply base: Wide
  • Capital assets utilised: 4x System build lines, 4x Feed Cells, 2 x Test facilities, Packaging cell (upto 2Tonnes).
  • Employee relations/IR environment within the cell: Significant with major challenges.

3. Knowledge, Skills, Experience Required:

  • Graduate Engineer with 5 years line management experience. 10 years experience within a manufacturing operation.
  • Thorough understanding of all operational areas, eg manufacturing planning systems, manufacturing engineering, supply chain logistics, quality systems, product support and development activities.
  • Experience of managing and motivating teams is essential. Experience in leading quality and other improvement projects through multi-disciplined teams is required. Desirable to have participated in new product introduction teams, a major CAPEX implementation or major business project implementation team.
  • Clear understanding of modern manufacturing techniques and manufacturing best practice: 5S's, Lean Manufacturing, Material Requirements Planning (MRP), computerised applications, SCP daily planning systems.
  • Understanding of the products produced in the cell, ie production process, technical design and performance characteristics, customers applications.
  • Must be able to work with detailed information in a logical and organised way. Must be computer literate and able to produce reports, spreadsheets and graphical data to reflect the cells' performance both internally and in response to customer queries. 

4 Principal Accountabilities:

  • Safety, Quality, Delivery and Cost for the cell.
  • To agree a schedule of output with the external customers or territorial management which is achievable
  • To meet this commitment whilst ensuring that resources are utilised in a cost effective manner.
  • Manage the factory capacity (DL, IDL & facilities) to meet the short term order book (
  • Review and publish the factory capacity plan for medium term requirements (3 - 9 months)
  • Development of a team culture which is customer focused with emphasis on improved flexibility of operations
  • Continuous improvement of all performance metrics (SQDC) through engineering and resource management.
  • To work with development teams to facilitate the smooth introduction of new products and associated processes to the cell in order to meet timescale, quality and cost targets.
  • To manage and administer staff with particular emphasis on (a) the correct composition and headcount within the team, (b) the motivation and morale of employees, (c) personal development and where, appropriate, career aspirations of each member of the team.
  • To manage and administer staff and ensure that Company/Site policies with regard to holidays, sickness absence, disciplinary and grievance are implemented consistently and fairly.
  • To administer the Cell budget with agreed budgetary constraints.
  • To understand and apply the Edwards EHS management system to all aspects of the job. To show visible leadership for Safety at all times in line with the Edwards Safety Roadmap.
  • To continue to develop a team culture which is customer focused, primarily, on improved flexibility of operations.
  • To develop and promote the application of the continuous improvement process.
  • To maintain regular communication with all employees in line with the team briefing strategy. To foster upward communication.

5 Nature and Scope:

  • These are significant jobs which can have a major influence on the overall success of Edwards and the medium and long term future prospects for Operations at Clevedon. As the site is frequently works 24/7, the job has 24/7 responsibility and will require frequent communication with all shifts.
  • The Cell Manager must ensure that production and any related activities are planned in such a way as to ensure that customer expectations (safety, quality, delivery and cost) are met.
  • Full planning and control of demand and production requirements are a large part of this role. Capacity planning, provision of appropriate tools, equipment and manpower are key within the cell. Networking into areas such as commercial, technical, materials will be needed.
  • The cell manager must embrace the concept of continual improvement and it is essential that all cell members are developed to work in this way.
  • The role faces considerable IR challenges, it will be necessary to work closely with HR to help bring enlightened work practices into being.
  • Focus on manpower planning and managing changes of volume.
  • Essential to be able to realise the benefits created by lean transformations.
  • Extensive communication with demand planning and materials. This is key to getting good performance.
  • Wide range of products and variants is challenging to manage.
  • Rapid NPI with all prototypes and Alpha systems built within main production
  • Manage the ramp of new products from Alpha build to serial production within 6 weeks
