Knowledge and Skills:Required:
Contractor will be required to complete this work on site at DOH
Excellent verbal and written communication skills
Ability to communicate effectively with technical and user staff
5 + years demonstrated experience with the development of web-based applications
5+ years demonstrated experience with object-oriented techniques
5+ years demonstrated experience with the design and implementation of medical billing software
Demonstrated experience with object–oriented design with the Rational toolset
Demonstrated experience in analysis, testing and flowcharting/unified modeling.
Preferred:
Experience with health applications
Demonstrated experience with the development of web-based applications in an Intersystem’s Cache environment.
Demonstrated experience managing information technology projects
Knowledge of Third Party Billing practices; including Third Party insurances, Medicare and Medicaid
Knowledge of HIPAA Administrative Simplification Electronic Transactions and Code Sets
Knowledge of all HIPAA EDI standards and protocols
Education/Experience
Preferred:
Bachelor’s or Master’s Degree in Computer Science, Information Systems, Business Administration, or other related field
Certified Scrum Master (CSM)
Certified Project Management Professional (PMP)
Required:
Bachelor’s degree or equivalent in experience
Tasks
The selected applicant will be expected to perform some combination of the following tasks:
Provide user requirement documents based on user requirements, user input and feedback (5a)
Provide Design documents as per user requirements, user input and feedback (5a)
Provide Screen presentations as per user requirements, user input and feedback (5a)
Provide research and analytical services for defects, enhancements and systems as they emerge, as required (5c)
Meet with the program offices to collect user requirements for defects, and enhancements to the Health Management System as required (5a,5c, 5e)
Facilitate the development of Requirements documentation as required (5a, 5c, 5e)
Facilitate development using Object Oriented design methodology (5a, 5c, 5e)
Document the Object Oriented design using the Unified Modeling Language and or Flow Charts (5a)
Provide analytical services on system processes to identify operational efficiencies (5a, 5c, 5e)
Produce work estimates to implement analysis and testing functionality for Release Planning and Sprint Planning (5a, 5b,5c, 5d, 5e)
Participate in Daily Stand-up meetings to give daily progress reports on the implementation of testing functionality (5e)
Provide support, software testing and quality assurance to ensure that the application meets user requirements (5b, 5d)
Track and report results, statistics and metrics (5e)
Provide research and analytical services for testing defects and enhancements (5b, 5d)
Produce detailed accounting of hours worked by tasks (5e)
Document DOH IT processes (5e)
Follow DOH IT processes and coordinate with other DOH IT staff to ensure compliance with DOH standards (5e)
