1. Role Purpose
The Basel III reforms aim to update the regulatory environment to reflect the lessons learned from the 2008 banking crisis. The new rules aim to improve the banking sector's ability to absorb financial and economic shocks and thus reduce the risk of spillover to the real economy.

The Capital Requirements Directive (CRD) IV package is the EU implementation of the international Basel rules. It consists of two elements: a Regulation, which, once approved by the EU Parliament, comes into force across the EU, and a Directive, which must first be transposed into national law. The current draft was released in July 2011 and is expected to be finalised and approved in 2012. Different elements come into force at different times starting from 1 January 2013.

The Business Analysts responsible for documenting the Group Functions requirements and also co-ordinating the Divisions requirements will be part of this workstream and will report to the Group Functions Project Manager.

The Group Functions Workstream will have a team of 4 analysts, each one of whom will be responsible for covering one of the following areas:
1. Credit Risk/RWA
2. Leverage & Capital Buffers
3. Liquidity
4. Transitional Reporting (QIS, FSA003+, etc)

The Business Analyst will be required to:
o Have a clear understanding of the Basel 3/CRDIV regulation
o Be involved (in varying degrees) in all phases of the project life cycle, ie scoping, analysis, design and development, testing, deployment and on-going support
o Analyse and document in a clear and detailed manner the business requirements arising from the CRD IV changes;
o Prepare process maps (level 2 & 3)
o Work with/manage stakeholders to analyse and document the impact of these new rules on Group (as opposed to divisional) systems, processes and operating models;
o Track and manage risks, issues and dependencies

Essential:
* SME expertise in one (or more of the following areas): Credit Risk/RWA, Leverage and Capital Buffers and/or Liquidity
* Detailed knowledge of risk, treasury & finance systems and data, and their role in supporting business activities;
* Experience with all the phases of the SLDC; and in particular with the analysis and testing phases
* Knowledge of major wholesale and retail banking products.
* Excellent organisational, problem solving communication skills (verbal and written), adherence to good project planning practices

Desirables:
* Understanding of the current internal and external RBS reporting process, esp. Treasury liquidity reporting
* Basel II exposure would be a strong advantage
* Knowledge of RBS's standards, tools and processes to ensure that the analysis and design activities conform to,
* Understanding of RBS's change control policies and procedures,
* Knowledge of Market Risk,VaR
