Qualifications:
Dutch technical college (HTS): bachelor's degree in mechanical engineering (or equivalent).
10+ Years of experience in engineering & contracting
5+ years of experience as a Cost estimator with at least a recent EPC/LSTK proposal(€25m)
knowledge of estimating methods
knowledge of project execution
Understands contractual terminology
Role:
Prepares, on schedule and with the required quality (accuracy) for proposals and for major scope changes in projects, production cost estimates covering supply and/or erection
Challenge and review estimates prepared by others.
Challenge and review the 'material economy' of designs.
Prepares cost estimates (for supply and/or erection) of the following types:
screening estimates (concept design stage)
preliminary estimates (basic design stage)
detailed estimates (execution stage)
fully detailed estimates
Visits sites for estimating major revamp work
Applies escalation information from official bureaus, from vendors, etc. for cost estimates in consultation with the Cost estimating supervisor
Prepares historical data and ratio's
Keeps abreast of computer aided cost estimating methods
Prepares man-hour cost estimates
Reports hazards, accidents, property damage and substandard actions and conditions. Participate in accident investigations
Prepares production cost estimates in line with the proposal plan and the Clients organization procedures for proposal activities. Makes sure to be informed about the required breakdown of the cost figures for presentation in the commercial proposal and the required cash flow information for Sales
Reviews with and obtains instructions from the Cost estimating supervisor for the possible application of computer aided cost estimating (incl. cost data).
Advises cheaper design alternatives
Checks proposal bulk material take-offs, if prepared, using statistical data.
Co-operates with purchasing during bid evaluation for proposals if bids are required.
Reviews --for fully detailed estimates-- all cost estimates prepared by civil, electrical, instrumentation and construction on completeness and checks used cost data by means of statistical data
Prepares cash flow information for proposals (related to project costs only) in accordance with Project completion schedule and Company procedures
Co-ordinates risk memo's and prepares risk analysis --related to the cost estimate only-- in accordance with Clients' procedures
Checks, before issue, that the production cost estimate:
reflects the way on which the plant will be built within the proposed schedule
covers the validity period of the proposal
Attends management proposal review meetings if requested
Transfers, in case of a contract, all information to the Project Cost Engineer and renders assistance during the preparation of the control budget
Estimates major (Client) changes on request of the Cost estimating supervisor/Project Cost Engineer
The completeness of the cost estimate in line with the accuracy which depends on the selected type of cost estimate
Observe HSE rules and procedures all times and use personal protective equipment and safety devices where required
Ensure a high standard of housekeeping in his/her work area and set examples for HSE to other employees
Challenge and review estimates prepared by others
Challenge and review the 'material economy' of designs
