An exciting opportunity has arisen for a Finance & Business Performance Manager for an executive non-departmental public body in Inverness. You will be responsible for the effective and efficient management and reporting of all aspects of finances and procurement processes, as well as for financial forward planning, such as appropriate budgeting and forecasting. The successful candidate will be responsible for the measurement/reporting of performance across all of its key indices/targets and will be promoting Gaelic development - your main target objective will be to expand the range of situations where Gaelic is used.

This is a contract role 3 to 5 days per week for 16 weeks

Key Responsibilities

  • Provide analysis and advice to Senior Management Team on all financial matters and implications (including financial management reports, forecasting, preparing financial scenarios/models etc), to inform operational and strategic decision making and making recommendations where relevant
  • Provide accurate and pertinent financial and planning information, papers and briefings, including monitoring and reporting on KPIs
  • Ensure the maintenance, monitoring and control of comprehensive and robust financial and procurement systems/processes and controls.
  • To monitor and evaluate organisational performance
  • Compile a 3 year Corporate Plan, annual business plans and annual budget
  • Prepare Annual Accounts and contribute to the Annual Report
  • Manage all incoming funds
  • Review and monitor processes and ensure compliance, taking corrective action where necessary
  • Leadership and overall management of procurement exercises
  • Typical Decision Making/Problem Solving demands
  • Cover a full range of accounting functions: book-keeping; general ledger; preparation of accounts - income/expenditure; balance sheet; cash flow; fixed asset register; petty cash; governance and statement of internal control; remuneration report etc.
  • Scrutiny of internal and third party data, to provide interpretation, advice and guidance
  • Developing and presenting clear financial options and budgets/scenarios to help decision making and problem solving
  • Estimates of expenditure in financial reports
  • Banking issues - payments, accounts, credit cards
  • Accounts preparation
  • Responding to auditors' queries
  • Prioritisation of work and delegation to team members

The organisation headquarters is in Inverness, with satellite bases in Glasgow, Fort William, Portree, and Stornoway.

Essential Criteria
Proven skills and experience of financial management systems
A good working knowledge of I.C.T. and related systems
Familiarity with corporate governance

Key Competencies
Experience of carrying out full range of public sector accounting, budgeting and planning
Experience of managing procurement
Experience of preparation of monthly financial monitoring reports
