Working for one of Australias most successful communications organisations
the Environmental Planner is responsible for managing the regulatory, right of way and environmental processes for cable projects ensuring compliance with the Telecommunications Act 1997, the Telecommunications Code of Practice 1997, the Telecommunications (Low-impact Facilities) Determination 1997 and all other relevant Commonwealth and State environmental and planning legislation and regulations including, where required, application for and securing of all necessary statutory approvals. This is a National role.
It is the role of the Environmental Planner to minimise, eliminate, and/or resolve regulatory and environmental issues that may impact on network roll out and maintenance.
In meeting these functions the Environmental Planner may represent the company to various agencies, authorities (Federal, State and local), committees and other utilities with which they must secure statutory approvals for and coordinate its cable construction.

KEY RESPONSIBILITIES:
  • Perform environmental and right of way assessment of cable installation projects. Depending on the nature, scale and size of the project the Environmental Planner will determine the level of environmental assessment required and will advise on identified right of way issues and constraints
  • Conduct and/or manage statutory approval processes for construction and maintenance activities to secure all necessary approvals and ensure compliance. This can include the preparation of development applications, REFs, Heritage Impact Statements, Aboriginal heritage studies, and other assessments and applications necessary to gain approval for infrastructure development from relevant local, State and Commonwealth agencies
  • In consultation with the Senior Environmental Planner, initiation and supervision of environmental studies including the preparation of appropriate briefs and engagement and management of suitable specialist consultants to conduct assessments relating to proposed cable construction, maintenance and other relevant activities
  • Play an integral role in large cable infrastructure roll-outs, managing environmental, right of way and regulatory aspects of route selection, notifications and approvals, construction and environmental reporting
  • Monitor, and if necessary respond to, landowner, lease holder, authority, utility, carrier or public enquiries and complaints concerning environmental and land access issues relating to construction and operational matters
  • Act as a primary contact for various agencies, government bodies, committees, utilities and other carriers with which the company must co-ordinate and co-operate to diligently fulfil its environmental obligations when undertaking construction and operational activities
  • Liaise with authorities and external parties and agencies as necessary to support planning, construction and operational activities
  • Liaise with internal staff, contractors and their subcontractors at a National level to provide training and advice on the regulatory environment, company Policy, environmental issues, environmental management and work practices
  • Conduct environmental audits of cable construction projects to help ensure compliance with applicable legislation, company Policy and accepted best work practices.
KEY COMPETENCIES:
  • Experience in the telecommunications industry or similar linear network based industry is desirable
  • Experience with preparing and managing consent applications and the required supporting documentation at Council and State level
  • Knowledge of and experience with regulatory and environmental issues
  • Strong negotiation, communication, technical and computer skills
  • Contractor and consultant management experience
  • Proven aptitude to contribute to a motivated, cheerful and focused team environment whilst delivering on business objectives and maintaining respect for individual differences
