The Georgia Department of Community Health is seeking to secure the services of a Project Manager to lead the successful implementation of Medicaid Electronic health Record Incentives Program to completion.

Duties include:
Direct responsibility for the successful execution of large scale cross functional projects initiatives that are defined as high cost, highly complex and/or high risk. Develop and manage project charters scope statement, project governance structure and detailed project plans. Determine project milestones, time frames, funding needs, approach and procedures for accomplishing project goals. Develop project success metrics and work with the business partners to develop ongoing performance metrics relative to the project. Work closely with the Director of the Office of Health Information Technology and Medicaid Incentive Program Director to understand and document decision support needs. Lead discovery activities with business and information services staff at all levels to understand business objectives, assumptions and constraints related to a solution delivery. Conduct business process analysis, needs assessments and preliminary cost/benefits analysis to align information technology solutions with project objectives. Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget. Provide strong project leadership and judgment. Develop and submit overall project program status reports; Assess/develop project closeout summaries, lessons learned and apply accordingly. Effectively maintain and build relationships across business, technology and other key stakeholder groups.

Skill Set required:
Bachelor's degree and a minimum of five (5) years experience leading business process projects, three of which should be leading technical projects. Five (5) years project management experience which is a combination of business process and change control, issue and risk management. Experience with Medicaid Management Information Systems Demonstrated proficiency in MS Project Intermediary proficiency with Microsoft Excel, Word, and PowerPoint. Excellent oral and written communications skills.

Preferred Requirements:
PMP Certification Experience working with project capitol funding and budget forecasting preferred.

Self directed, works with minimum guidance, and recognizes when guidance is needed. Demonstrated history in navigating cross functional/cross segment, enterprise groups and possess high tolerance to stress and the ability to handle difficult situations in a confident and diplomatic manner within a large Matrix organization. Demonstrated ability to multitask, organize and prioritize work and continue to monitor and make changes to work as the project needs dictate. Demonstrated ability to build and maintain relationships. Strong interpersonal skills. Demonstrated ability to drive projects to successful completion.
