My client is looking for a Accountant/Project Accountant/Shared Services Accountant/Shared Services Project Accountant/Public Sector Accountant/CCAB Accounts.
The ideal Accountant/Project Accountant/Shared Services Accountant/Shared Services Project Accountant/Public Sector Accountant/CCAB Accounts will have previous experience with:
Financial and budget analysis - financial analysis and planning skills, including the ability to understand budgets in multiple authorities, scenario plan and profile savings targets, budgets and service costs
Programme and project knowledge - Understanding of how projects and programmes are delivered and the ability to manage project tasks and work streams within a project, utilising necessary resources and skills within agreed parameters of cost, timescale and quality
Risk management - the ability to recognise, resolve and/or escalate issues and emerging risks in a timely, effective and sensitive manner
Research - the ability to gather information and review it to achieve a better understanding about a subject
Organisational awareness - an awareness of the role of a Local Authority, it Councillors and how it operates
The project will be to:
-Create a base budget for the potential shared service, co-ordinating activity across three authorities and advising on all aspects of the financial impacts of shared services.
-Develop and manage the Finance work-stream on the shared support service project.
-Coordinate all programme related financial activities across the partner authorities.
-Build strong working relationships with the Heads of Service in scope and with the local Finance Professionals working on the project.
-Devise suitable approaches and templates for completing base budgeting and financial analysis.
-Advise on wider financial issues and implications arising from partnership proposals.
-Produce a financial case for shared services, using accurate and up to date financial information provided by the partner authorities.
-Also to assess the financial case for options under the Shared Managed Services (SMS) Framework (an alternative option), using accurate and up to date financial information provided by the partner authorities.
-Support the production of a business case for shared services, including the 'economic' considerations
-Work collaboratively with the other members of the joint team, the Programme Group and the Programme Board.
-Report to the three Heads of Finance and the Programme Manager and on occasion, directly to members of the Programme Board
