As the appointed coordinating agency for a Champlain-wide coordinated Non-Urgent Transportation system, Carefor is hiring an Information System Specialist to support the development and implementation of collaborative system processes and tools for Community Service Agencies delivering transportation services.

Major Responsibilities

o Work with the Regional Non-Urgent Transportation Steering Committee, individual Champlain Community Support Service (CSS) agencies, and the Business Analyst to develop a common information system and data management processes on a SharePoint platform for coordinating non-urgent transportation across Champlain.

Includes:

o Analysis of user needs, functional requirement and information/technology workflow for internal and regional solutions Development of initiatives to improve performance measurement and data quality

o Development and maintenance of solutions capable of storing, tracking and reporting on various transportation processes (from client information, to coordinating rides and billing) and standard and ad-hoc reports based on business needs.

o Leveraging tools, processes and resources to maximize efficiencies, in particular a robust and feature-rich SharePoint platform.

o Provide SharePoint application administration and support in conjunction with other systems (internal or external).

o Maintain technical documentation for proprietary systems

o In conjunction with the Business Analyst, support the implementation of the common processes with CSS agencies including facilitating change management, orientation, training and associated documentation.

Statement of Qualifications:

Education:

  • Four (4) year University degree in a related discipline; OR
  • Three (3) year diploma in related discipline plus extensive related experience
  • Minimum of four (4) years of experience in business needs analysis and software application implementation and support in a SharePoint environment

Experience:

  • Experience in health service provider business analysis and/or systems development.
  • Experience using Microsoft SharePoint platform and tools.
  • Experience in development and support using the following related components is highly desirable:
  • MS InfoPath and InfoPath Form Services
  • Microsoft Visual Studio and Embedded SharePoint development tools
  • Design of automated workflows and experience working with Nintex workflow software
  • MS SQL
  • SharePoint Designer
  • Business Intelligence tools such as Performance Point

Skills or experience with the following would be an asset:

  • Community Support Service base and health care organizations
  • Conceptual knowledge of community support performance measurement and health information systems
  • Experience with Microsoft SharePoint administration & tools (Performance Point, InfoPath, Nintex, reporting services, analytics)
  • Experience with web services and Internet programming languages (XML, ASP, .NET, MDX would be an asset), and Organizational procedures (referrals, intakes and assessments)
  • System integration
  • Project management (PMI registration is considered an asset)
  • Development of business and system requirements
  • Procedures, planning and execution of software application User acceptance
  • General client information system

Language:

  • Bilingualism (English and French) preferred

Skills and abilities:

  • Conducting process mapping and/or requirements discovery sessions with end-users, preferably in a health care setting
  • Personal Computer software including Microsoft operating system, MS Office tools, MS Visio or other flow-charting tool(s).
  • Excellent data analysis, problem-solving and organization skills
  • Advanced understanding of relational database concepts and data models
  • Ability to work independently and as part of a team
  • Strong planning, analytical, problem solving, and organizational
  • Exemplary interpersonal skills, verbal and written communication skills
  • Exemplary leadership skills

Travel requirements:

  • Valid driver's license and use of personal vehicle
  • Must be willing to travel throughout the Champlain Region
