Public Sector client requires a Consultation & Engagement Manager is to be responsible for all engagement, consultation and participation activities specific to a programme, project or series of projects with external and internal Stakeholders. Experience in working with and understanding of political arenas and stakeholder liaison Highly developed reasoning and the ability to understand and respond to the views of a wide range of stakeholders Ability to project manage stakeholder communications and consultation activities Excellent communication and negotiation skills, along with strong interpersonal skills and commercial acumen The key roles of the job are: Ensuring the stakeholder engagement requirements of the project are captured, communicated and understood by the project board and the project team Ensuring that the projects communications needs are anticipated, planned and delivered Managing the communication elements of unforeseen issues as they arise Keeping the project manager/s informed about other project communications plans and activities that may impact on the project objectives

Skills Required
Experience of working in and an understanding of political arenas and stakeholder liaison/management (possibly from a public sector or consultancy where PR or public affairs has formed a major part of the role). Experience of community consultation or public affairs preferred. Ability to interpret, explain and promote Surface Transports objectives and services to a wide-ranging audience including customers, stakeholders and politicians. Ability to understand and respond to the views of a wide range of technical and operational managers to Board level within TfL and externally. Highly developed communication, verbal reasoning and negotiating skills are essential as are very strong interpersonal skills and commercial acumen to employ a variety of tactics to achieve objectives, whilst building and maintaining effective long-term working relationships. A good awareness of the political make up of local authorities, the GLA and parliament and an understanding of their respective roles. In addition awareness of the political sensitivities surrounding Surface Transports planning and service delivery activities would be a distinct advantage. The ability to translate technical information to plain English for use in consultation exercises. A broad knowledge of the modes of transport contained within Surface Transport including its funding, design, operation and associated infrastructure, or an ability and desire to acquire this quickly. The ability to project-manage consultation in alignment with business timescale requirements such as the bus tendering programme and other key deliverables. An appreciation of legislative requirements; including the GLA Act, Best Value legislation and provisions governing local authorities. Qualified to degree level (or equivalent). A flexible and open-minded approach with a proven ability to respond quickly and to implement management initiatives within strictly budgeted timescales. The ability to achieve results from staff from other Directorates, not directly reporting.
