Cost Control Engineer - Aberdeen - Rate is negotiable - long term contract

My client, a global Oil & Gas Operator based in Aberdeen is currently recruiting for an experienced Cost Control Engineer. In this role you will provide necessary advice, support and services to Project Management and Project Team as regards project cost control, monitoring and reporting. This position will lead the implementation and maintenance of cost control systems to ensure that financial progressing, monitoring and reporting of the project is carried out in the most orderly and expedient manner and in accordance with the Capital Projects Management System (CPMS).

Primary Functions:

In the Pre-execution Phase:
*Assist in the creation of project cost estimates for all aspects of the project (owner's costs, engineering, construction etc).
*Manage cost engineering activities including development and implementation of cost controls.
*Coordinate with the Planner/Scheduler and Project Controls Manager in the organisation and facilitation of risk assessment interviews.
*Facilitates cost risk mitigation and contingency planning process.
*Develop project cost control procedures in accordance with the CPMS.
*Prepare procedures for budget management and forecasting.
*Define project financial benchmarks for the duration of the project.
*Establish the trend change process to ensure deviations are raised, maintained and approved to ensure an on-going accurate cost estimate and history of the project.

In the Execution Phase
*Migrate conceptual project estimates to definitive project control estimate
*Establish and maintain cost data input to an integrated project cost and schedule system.
*Manage the trend change process to ensure deviations are raised, maintained and approved to ensure an on-going accurate cost estimate and history of the project.
*Participate in early project activities related to reviewing/upgrading contractor's cost control organisation and procedures
*Assure accuracy and timeliness of data collection for cost measurement
*Coordinate flow of information related to contractor input into the contractor's estimate and to the reforecasting effort associated with the control estimate
*Monitor and appraise project costs outside the contractor's responsibility, such as: Owners PMT cost and Owners change
*Interface with the Contractor's Cost specialists to ensure that cost data is incorporated into the integrated project budget.
*Process periodic invoices and liaise with the financial control personnel in order to maximise the effective use of resources
*Report periodic status of all project costs and cash flows for cost and production trends, estimated final cost analysis, cost variance analysis for Project Managers Progress reports.
*Report funding budgets and cash flows, trends and variance of the Project Plan.
*Implement project documentation and data preservation routines.

Critical Skills:

*Leadership ability in the area of Cost Control
*Proven expert in cost engineering/cost control
*Solid understanding of Upstream projects and their management and control
*Good understanding of SAP and procurement process used for cost management
*Strong communication skills
*Well-developed analytical skills with ability to asses project plans and identify gaps and risks
*Structured and disciplined
*Accountable and delivers on commitments

Preferred Requirements

*Bachelor degree (B.Sc.) or equivalent education. Less formal education may be compensated with documented relevant experience.
*Relevant experience within project management in the oil and gas industry. Capital project experience is preferable.
*Good knowledge of key capital project management processes.

Please note whilst this role is based in Aberdeen there will be regular travel (approximately 10 %)
