Badenoch and Clark are looking to recruit an experienced CCAB Qualified Contracts Accountant for one of our public sector clients based in Leeds.

Job Summary:
This role will have the prime responsibility for the financial model validation and forecasting of capital and revenue expenditure for major contracts. The post holder will support the Senior Contract Accountant in monitoring the contract spend against budget, verifying the financial accuracy of change control notes to the contract and ensuring that payments to the supplier are calculated correctly. They will ensure that costs with suppliers are adequately controlled.

The post holder will report to a Senior Contract Accountant.

Key Results Areas:
Analytical Thinking
*Supporting the Senior Contract Accountant in evaluating and comparing financial models issued by suppliers.
*Provide detailed explanations of variances between contract spend and budget.

Budgets
*Support the Senior Contract Accountant in monitoring the contract against budget.

Communication
*Liaise with Senior Contract Accountant highlighting any issues & risk.
*Liaising with senior management and directors within the organisation where Senior Contract Accountant is not available.
*Liaising with suppliers if Senior Contract Accountant is not available.

Financial Analysis
*Produce accurate financial forecasts of capital and revenue expenditure for individual contracts for review by the senior contract accountant.
*Validate the financial models produced by suppliers and provide feedback to senior contract accountant.
*Produce reports comparing actual contract costs against budget and analysing any variances.
*Support the senior contract accountant in validating the financial accuracy of change control notes to the contract.
*Produce "what if scenarios" to assist in negotiations etc.

Risk Management and Follow-up and Monitoring

*Support the Senior Contract Accountant in ensuring all relevant processes and procedures are followed which will include year end processes such as accruals.
*Report through to the Senior Contract Accountant accurate forecasts of revenue and capital expenditure.
*Highlight and examine in detail any variances of contract spend to budget.
*Support the Senior Contract Accountant in ensuring that payments to suppliers are calculated correctly.
*Support any future commercial negotiations with the supplier in order to achieve maximum value for money for the taxpayer.
*Ensure costs with suppliers are adequately controlled.
*Provide financial support to the operational team to ensure the efficient rollout of services.

*Develop, influence and maintain effective and credible relationships with colleagues and team members, providing the appropriate support particularly to the Senior Contract Accountant.

Technical Specialism
*Providing detailed and accurate forecasting
*Solid understanding of financial modelling in validating supplier models.
*Excellent Analytical skills in evaluating financial models.

Essential Competencies
Qualifications
*CCAB qualified accountant.

Knowledge and Experience
*Significant experience of effectively using Microsoft Excel functions.
*IT literate to a high level.
*Experience of attending and taking actions from supplier contract meetings.
*Experience of identifying VAT and Capital and Revenue issues.
*Experience of reading and identifying inconsistencies in legal contracts.

Analytical Thinking
*Proven ability to take instruction and apply best accounting and industry practice to an excel spreadsheet.

Budgets
*Ability to analyse variances of actual contract spend to budget.

Communication
*Excellent communication skills with all levels of personnel.
*Proven ability to explain variances both verbally and inwriting to stakeholders.

Financial Analysis
*Ability to produce financial reports for financial and non financial managers.
*Proven ability to undertake benchmarking exercises and analytically compare business cases and contracts.

*Ability to understand and follow processes and procedures.
*Ability to highlight and explain material variances

*Experience of working on large scale contracts, including:
*Financial Modelling & forecasting
*Project Accounting
*Open Book accounting
*Contract Cost accounting

Desirable Competencies
*Experience of working in a large IT project
