Description
A Senior Procurement Policy Specialist is required on a lengthy contract for a central government organisation based in London. Currently looking for someone with current DV security clearance.
Reporting into the Head of Policy, you will be providing a commercial service to ensure that the team has and applies efficient, fit for purpose commercial policies and processes. You will represent the team in the development of external cross-organisation commercial policy and capability initiatives. The scope includes:
Ethics and conduct, Delegated authority, Value for money, Benefits Capture, Competition, Sustainable procurement, Payment principles, Contract terms and conditions, P2P process, GPC policy, Security policy, Category Management, Framework agreements, Collaboration policy and sourcing
Main Responsibilities:
- Maintain and manage the application of our commercial policies and processes, as well as promoting compliance with commercial policy and guidance. Ensure that key authorities required by the team - eg a commercial mandate, delegated financial authorities - are fit for purpose.
- Generate and publish management information related to key performance and results indicators and SLA's between commercial function and business customers.
- Maintain the Team's competencies framework and co-ordinate the professional development of our Procurement staff. Identify commercial training and development requirements on the part of the customers and propose solutions.
- Collate the overarching business plan and business continuity plan for the Group, and also manage the commercial risks and issues register.
Skills and Experience:
- MCIPS
- Proven influencing and negotiation skills, with success in managing internal and external stakeholders at all levels
- The ability to define and deliver strategic procurement solutions
- Experience of category management, sourcing, contract management and a track record in identifying and recording cost savings and other benefits
- Knowledge of relevant procurement legislation and regulations
- Line Management experience - as you will be managing a Policy Officer
