Program Services Manager Revenue Assurance Operations - Phoenix, AZ

This position provides strategic oversight to lead and execute EHR Alliance Program Office services strategy. EHR Program Services Manager acts as a liaison with Hospital Sponsors, EHR Program/Project Managers, IT's PMO, and EHR Team Leads.  The Manager is the focal point for creating/providing standards and methodologies around Project Delivery, Training, Testing, Reporting/Data Mgt, Program Controls, Finance, and ensuring adherence across the EHR Program.  This position creates and implements a plan for knowledge management and a plan for robust resourcing support processes for EHR Program Leadership including a process for resource demand management and functional priorities. 

The role has direct supervision of employees and third party contracted resources.  The role also has Matrix responsibility for other program resources, including both clinical and non-nursing focused areas.

Accountabilities:
- Annually prepares and reviews the Department Knowledge and Methods Plan with Leadership.  Reviews the departmental indicators on a regular basis and makes recommendations as needed to ensure the departmental methodology improvement efforts are effective and coordinated on an organization wide basis.
- Accountable for leading multidisciplinary and multidepartment strategic Knowledge and Methodology initiatives.
- Maintains network with affiliate institutions, organizations, and associations to stay in touch with developments and trends in the healthcare/IT market as it relates to best practices.
- Coordinates peer review, periodic project team performance reviews, and focused project performance review with assigned departments and ensures that policies and processes are followed.
- Identifies, designs and implements new processes to continually improve project outcomes and to achieve performance targets.
- Uses influence effectively to create synergy, prioritize projects, set goals and actions plans, and measure impact.
- Gathers and analyzes project information from a variety of internal and external sources relating to effective and accurate execution, utilization of resources, system problems, and other project management functions.  Identifies trends, variances, deficiencies, and problems utilizing aggregated data and information and works with multidisciplinary teams to on improvement efforts.
- Partners with program directors, testing manager and project managers to prepare and distribute reports/charts to leadership and Thought Leadership Groups (TLG).
- Effectively establishes and maintains collaborative working relationships with the project staff, management team, and other staff to achieve best practice outcomes and improve project performance.
- Utilize and develop valid internal and external standards to measure quality.
- Provides leadership for creating a culture of compliance and works with various constituencies to ensure compliance to the organizations goals.
- Improves responsiveness and relations with all customers, including project teams, testing teams, leadership groups and all other constituents consuming the services of the P2MO.
- Provides content knowledge in the interpretation, implementation, and maintenance of standards to match business requirements.
- Communicates effectively to facilitate positive working relationships and achieve desired outcomes.  Exhibits excellent interpersonal skills and is skilled at leading the efforts of multidisciplinary team initiatives.

Experience Required                                                                                         
- 5+ years of IT experience in a healthcare environment.
- 5+ years of leadership experience.
- Preferred/Desired - 10+ years Project Management experience.

Education
- Minimum Required - Bachelor's degree or equivalent professional experience required.
- Preferred/Desired- MBA, or equivalent in healthcare, information technology, or general business preferred.

Special Knowledge, Skills, Abilities
Extensive knowledge of various IT applications.
Requires strong background in project management as it relates to Health Information Management, Patient Access, Charge Service, Patient Care, Pharmacy, Lab, Clinical Reporting, Patient Care, and Imaging Applications.
Strong interpersonal and relationship-building skills, with the ability to manage up, down and across levels of the organization including executives.
Proven abilities managing large organizations in multi-sourced environments.
Demonstrated excellence in people/process management and planning.
Strong leadership, presentation, communication (written/verbal) and information gathering and the ability to interact with various client groups.
Excellent interpersonal skills to communicate effectively with peers, administration and other IT staff.
Ability to work within and manage an organization through significant organizational change.
Ability to work in a complex and matrixed team environment; experience working in a team-oriented, collaborative environment.
Ability to create, manage and enhance customer and vendor relationships.
Highly self-motivated, self-directed, and attentive to detail.
Ability to handle multiple tasks, set priorities, schedule, and meet deadlines.
Knowledge of business operations and in-house business systems required.
Ability to understand IT projects and concepts as they relate to high-level business objectives, and ability to present those concepts to both IT and non-IT audiences in a concise and easily understandable manner.
Strong knowledge of MS programs eg Word, Excel, Access, PowerPoint, and VISIO.
Excellent analytical and problem-solving skills required.
Possess thorough understanding of business analysis techniques and tools.
Proven abilities in problem management, process analysis and root cause analysis.
Must be able to work in a Labor/Management Partnership environment.
Proven ability managing a P&L.
Ability to travel 20-40%.
