INTRODUCTION
The European External Action Service (EEAS) composed of around 1.800 staff members located in Headquarters in Brussels also manages the European Union network of
Delegations spread all over the world.
This Delegation network, composed of more than 5.500 staff members and based in more than 130 third countries, requires corporate Web and Content Management systems in support to its daily business management in a large range of business domains.
As stated in EEAS' ICT annual work plan, external service providers will be required to sustain its maintenance and development activities of web based Information Systems projects to streamline and modernize its business processes management.
Projects will cover not only EEAS's activities in Delegations but also in Headquarters.

DESCRIPTION OF THE TASKS

Under EEAS Information System Section Project Leader supervision, and in close relation with the business unit owner of the existing/future information systems, the service provider will assume and/or assist in delivering the following tasks:
Analyzing business requirements
Performing technical analysis and producing technical specifications both for application and database layers
Prototyping and producing technical documentations
Writing/maintaining application code that reflects the business requirements and technical specifications
Defining and integrating various technological components
Ensuring integration of application developed with other existing corporate information systems
Elaborating test scenarii and defining test data sets and unit test
Assistance in training system managers and key end-users
Assistance in deploying and configuring application developed
Assistance with evaluating and testing products delivered by other teams to ensure that they conform to the organization requirements and methodology.
Participation in meetings with the internal and external services/partners
Participation to missions in EU Delegations premises
In depth knowledge of application development environments in Java (J2EE) and Object Oriented programming
In depth knowledge of relational database systems (ie Oracle)
Good knowledge of the design and development of web and multi-tiers Internet applications
Good knowledge of specific frameworks (ie Spring, JPA and Hibernate) used at the EEAS
Good knowledge of modelling tools (eg UML)
Good knowledge of software development methodologies (eg RUP, Agile)
Ability to cope with fast changing technologies used in application developments
Ability to work (speaking/writing) in English for all project artifacts and meetings, and a good understanding of French
Ability to participate in multi-lingual meetings, ease of communication.
Capability of integration in an international/multicultural environment, rapid selfstarting capability, self motivated and experience in team working.
