Description
This is an excellent opportunity within the Public Sector for an ICT Finance Analyst for an initial 18 month contract based in London.
You would be responsible for the following:
- Reporting: Systematic reporting on financial performance of the programme, integrating financial, commercial, and delivery information
- Analysis: providing ad-hoc analysis as required including on the ICT Contractor financial submission
- Governance: support managing the financial governance arrangements for the programme. Leading on the financial element
- Budgeting, monitoring and control: providing reporting on in-year spend and re-forecasting the remaining reporting periods as required
- Financial contract management: support managing the financial performance of the Contractor, including financial approval of milestone and service charge payments, management of the Outturn Financial Model, the Baseline Financial Model, and Open Book Accounting
- Contract change management: support in approving the affordability of contract change notices (CCNs), informed by financial analysis
You should be able to demonstrate the following skills and competencies:
- Extensive experience of complex ICT outsourcing contracts in the context of organisation wide change programmes
- Experience of developing business cases, with an understanding of theHMTGreen Book (Investment Appraisal) and OGC guidance
- An excellent understanding of ICT workplace/core infrastructure and related financial modelling and analysis
- A good understanding of access to and use ICT hardware and software (including email, productivity, collaboration)
- Excellent financial modelling skills, including scenario analysis and report development
- Strong written and presentational skills and experience of writing reports for senior management
- Strong communication and stakeholder engagements skills
Due to tight timescales it would be beneficial if you have clearance to SC level, should you not have this you must be willing to undergo the process.
