EHR REVENUE CYCLE POSITION PURPOSE

The Revenue Cycle IT Business Analyst works as a liaison among stakeholders in order to elicit, analyze, communicate, and validate requirements for changes to business processes, policies, and information systems related to the implementation of the MS4 solution enterprise wide.  The Revenue Cycle IT BA understands business problems and opportunities in the context of the requirements and recommends solutions that enable the organization to achieve its goals of a single MS4 implementation.
In addition to being accountable to the Business Solution Center Manager, the RC-IT BA will be accountable to and take direction from the Revenue Cycle EHR Director.  The RC-IT BA will directly interface with IT's internal customers at the Manager and Director levels.

POSITION PURPOSE

The IT Business Analyst III will work within the Business Solutions Center (BSC) which is developing a Business Analysis Center of Excellence.  The IT Business Analyst III has broad responsibility for supporting the strategic objectives of the Business Units (eg, Finance, HR, Billing and other Administrative functions).  The IT Business Analyst III works with key customers (both business and technology) and focuses on business analysis activities throughout the solution life cycle.  Typical tasks include business requirements and process flow analysis, solution evaluation, technical specifications creation, and testing.  The IT Business Analyst III has a strong understanding of technology and can apply it to a range of small to large, complex business operational solutions that enable the organization to achieve its goals.

MAJOR RESPONSIBILITIES
Work directly with customers to understand business needs and priorities.  Work primarily with business managers and directors.
Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.  Facilitate large workshops for groups of 10+ people. 
Refine, validate, and prioritize business/functional requirements.  Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
For business needs requiring the evaluation of different buy vs build solutions, drive small to large scale RFP efforts.
Work with business, IT groups and vendors to estimate hardware, software and labor costs for project proposals.  When necessary, create business case outlining all costs and benefits for solution.
Drive focused discussions to ensure the appropriate level of detail business requirement questions have been asked as technical requirements are being developed.  Create detailed system specifications.
Serve as the conduit between the customer community (internal and external customers) and the software development and support teams.  Analyze tradeoffs between usability and performance needs. 
Create IT system test plans to support the business need.  Perform system testing and coordinate User Acceptance Testing activities, manage open issues and remediation testing, and provide progress reporting.
Working with the Project Manager, determine scope and resolution of problems and ensure customer/partners have appropriate updates.  Present options for problem resolution.
Recognize scope limitations and raise potential scope issues to the Project Manager, while supporting the best technical solution design and approach.
As part of a project team, work on mid to long-term, small to large scale system integration, development, and/or maintenance projects.
Coach and guide peer team members in a complex, matrixed, and partially outsourced team environment. 
May be asked to perform project manager role, as well as business analyst role, on some projects.
Follow and support the defined methodologies for Project Management.

QUALIFICATIONS

Academic:
Bachelor's degree in Information Systems or Business Administration, or equivalent work experience in the IT industry.  
Certified Business Analyst Profession (CBAP©) or Project Management (PMI) certification desired.

Experience:
5-10 years experience in IT solution evaluation (including RFPs), project estimation, business systems design and technical focused analysis, business operations workflow design and implementation, systems testing and/or writing technical user documentation.
3-5 years IT experience in a healthcare/medical environment preferred.

Knowledge, Skills and Abilities Required:
Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.  This includes technical requirement gathering, specification development, data mapping, systems testing, and/or writing technical user documentation.  
Assist business customers in prioritizing business requests and challenges.  Comfort level in developing strategies in partnership with business customers.
Ability to understand highly complex technology projects and concepts as they relate to high-level business objectives, and ability to present those concepts to both IT and non-IT audiences in a concise and easily-understandable manner.
Proven ability to drive complex conceptual and technical discussions and system requirements.  This includes the ability to generate innovative ideas to resolve problems.
Ability to perform complex analytical research and problem-solving for business critical issues. 
Proven abilities in problem management, process analysis and root cause analysis.
Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
Work with minimal guidance; seek guidance on only complex tasks.
Ability to handle multiple projects (including a mix of small to complex) at any given time, set priorities, schedule and meet deadlines.
Strong command of key desktop productivity applications; Microsoft Access, Project, Word, Excel, PowerPoint, and Visio.
Customer service focus. 
May serve as a liaison to key business stakeholders.
