DESCRIPTION:

Our client requires the services of a Senior Procurement Specialist

MANDATORY REQUIREMENTS:

Candidates MUST MEET the following mandatory criteria in order to qualify for consideration:

Must be in possession of a valid SECRET Clearance

Minimum of ten (10) years experience working in a Federal Government performing procurement, and finance related tasks.

RATED/OTHER REQUIREMENTS:

  • Demonstrated experience within the last eight (8) years in planning and coordinating multiple project costs and estimates.
  • Demonstrated the ability to plan and coordinate financial budgets and estimates that were managed over the past 2 years.
  • Demonstrated Financial Management experience (ie departmental financial planning and current payment processes).
  • Demonstrated experience in the Federal Government Procurement and Finance disciplines.
  • Demonstrated experience with Access database and Excel spreadsheet.
  • Demonstrated knowledge and experience in applying control measures for procurement which includes, but is not limited to, project procurement activities together with cash forecasts, contract deliverables, financial reporting, and financial adjustments.
  • Demonstrated experience in managing cash flow, funding requirements, and balancing expenditures for budgets exceeding $25M within the last five (5) years.
  • Demonstrated experience in guiding and advising Procurement staff on federal and departmental procurement and financial policy during the past ten (10) years.
  • Demonstrated experience in closing Capital Projects and reconciling all related procurement activities.
  • Demonstrated experience with US Government Foreign Military Sales (FMS) cases within the last five (5) years.
  • Demonstrated experience in managing electronic records and documents (ie the Capability Investment Database (CID), Records Documents Information Management System (RDIMS) related to acquisitions.
  • Demonstrated experience using Government financial systems, which include but are not limited to FMAS and DRMIS, within the past ten (10) years.
  • Demonstrated experience in preparing procurement and finance information for Treasury Board submission documents.
