Duration of Assignment: 6 month (possible extension: 2 terms of 6 months)

Our client requires the services of a Senior Programmer/Analyst, to provide deliverables including, but not limited to, the following:
Develop moderately complex to highly complex software solutions in support of business requirements and in accordance with predetermined software solution design standards.
Develop database-driven Web interfaces for rapid, Real Time information sharing.
Work with City-adopted technologies, including frameworks built in-house to design, build, test, and implement solutions.
Prepare database design for required applications (current database environment is SQL Server 2008 and Oracle 10g).
Execute data migration
Define the procedures for converting data into XML
Perform a comprehensive unit and system testing of Web-based applications.
Conduct all user acceptance testing and report results.
Analyze performance of applications and troubleshoot problems.
Define scope of work and ensure that all the requirements are implemented correctly.
Conduct walk-through of deliverables to identify potential problems.
Prepare documentation of the proposed solution.
Required qualifications and experience:
University/Community College degree in Computer Science/Electronic Engineering or equivalent.
Professional designation or certification is a definite asset.
At least 10+ years of programming and consulting experience.
Extensive programming experience in Java/JEE 1.4+, XML/XSL, Spring, Web Methods, JavaScript, Ajax, HTML, Dynamic HTML, SQL, Hibernate, Oracle 10g in enterprise multi-tier computing environment.
Extensive and demonstrated experience in business systems analysis, requirements gathering and analysis.
Wide programming experience using current standard languages such as Java, JSP, VB, ASP, VB.NET, etc. Object Oriented methodology and design, and RDBMS development in a large, diverse computing environment.
Solid knowledge of Microsoft .NET frameworks 2.0/3.5 and Visual Studio .NET
The City has committed to specific tools and methodologies that support large scale information and technology projects. Experience using some of the following or equivalent tools and methodologies is required. Examples include IBM WebSphere, RAD, Java, J2EE, EJB, HTML, XML.
Excellent SQL programming skills and understanding of a relational database design.
Excellent problem solving, leadership, facilitation, interpersonal and communication skills.
Familiarity with project methodologies and standards (PLC, ITIL) and tools, eg SharePoint, Vignette.
Familiarity with OWASP (Open Web Application Security Project)
Experience with SDLC (System Development Life Cycle), SMLC (System Management Life Cycle), etc.
Technical Ability:
10+ years consulting experience in Java/JEE development with emphasis on large-scale, robust, and secure applications.
Experience working with JavaScript/AJAX
Experience working with XML, XSL, XPath, and XSLT.
Experience working with Web Services (RESTful, SOAP).
Experience working with JDBC and ORM (Hibernate).
Experience building relational databases in MS SQL Server and Oracle 10g environment.
Experience with an enterprise Application Server (IBM WebSphere Application Server is preferred).
Extensive experience working with an IDE such as Eclipse or Rational Application Developer.
Experience with HTML and CSS.
Experience working with build tools such as Apache Ant.
Experience working with Portal technology an asset.
